Establishes the COVID-19 community protection act of 2021

Establishes the COVID-19 community protection act of 2021; imposes a tax on the transfer of certain residential properties which are sold within two years of the prior conveyance of such property; exempts certain purchases of residential properties from mortgage recording taxes; imposes a tax on the transfer of certain properties in the city of New York which are sold for one million dollars or more.

Creates the "disaster preparedness and emergency planning act"; authorizes a local sales tax exemption for emergency preparedness supplies; requires the division of homeland security and emergency services, in conjunction with the department of taxation and finance, to establish, promote and publish on the web a list of eligible items; requires the division of homeland security and emergency services to create public service announcements regarding such exemption and make available to municipalities for promotion purposes.

Establishes the crime of fraud during a state disaster emergency, where a person is guilty of fraud during a state disaster emergency when he or she commits any fraud during a state disaster emergency utilizing false or fraudulent pretenses, representations or promises involving the disaster for which such state disaster emergency was declared.
