Requires the Empire State Development Corporation, in consultation with SUNY, CUNY, public housing authorities and the Commission on Independent Colleges and Universities to conduct a study on the economic impact of the establishment of kitchen incubators; requires a report to the governor and the legislature.

Directs the department of health to make publicly available the results of all inspections conducted by the department in nursing homes and other residential health care facilities in the state during the COVID-19 state disaster emergency.
Relates to creating the health emergency response data system, which collects information and statistical data relating to public health emergencies in order to assist the department of health, other government entities, health care providers, and the public in understanding and responding to public health emergencies.
Relates to failure to complete a program for time allowances due to circumstances beyond an individual's control.
Establishes the minority- and women-owned business protection program to provide grants with funding from the American Rescue Plan Act of 2021 to qualifying entities that have less than 100 employees per location, was in existence in New York state by the first day the state disaster emergency related to COVID-19 was declared by the governor, can document actual economic harm or revenue shortfall as a direct result of the pandemic, and has filed 2018, 2019 or 2020 tax returns.
Provides that the attorney general, in consultation with the adjutant general and the chairman of the board of trustees of the New York interest on lawyer account fund, establish a military pro bono program to provide legal assistance without charge to those in active military service of the United States and those military personnel who have been deployed for active duty other than training, and their family members domiciled or stationed in the state; makes related provisions.
Allows access to sealed records and certain confidential records by the New York city civilian complaint review board in furtherance of the board's duties and functions.
Relates to paid family leave and bereavement for fetal death, miscarriage, stillbirth, and an infant being medically not viable to survive.
Directs the commissioner of education to study and report on the provision of services to public school students in grades 8 through 12 by guidance counselors.
Establishes a municipal epinephrine bulk purchase program to enable municipalities to make bulk purchases of epinephrine for use by municipal first responder agencies and elementary and secondary schools in such municipality; provides for taxpayer gifts thereto.
