Establishes the COVID-19 recovery local employment tax credit program to provide tax incentives to employers for employing local employees in full-time or part-time positions in the two years following the conclusion of the state disaster emergency declared pursuant to executive order two hundred two.

Enacts the "New York State Phoenix Act"; extends the statute of limitations for felony family offenses to ten years and misdemeanor family offenses to five years.
Relates to residency requirements for police officers in a city with a population of one million or more; provides that any person appointed as a paid member of the police force of such city shall become a resident of any political subdivision or municipal corporation within such city within one year of his or her appointment and shall continue to reside within any political subdivision or municipal corporation.
Prohibits persons from holding civil office when convicted of certain felonies.
Authorizes the administration of vaccines for hepatitis A, hepatitis B, human papillomavirus, measles, mumps, rubella, varicella and COVID-19 by a licensed pharmacist.
Relates to the definition of the term "lobbyist"; provides that no individual may lobby for compensation if they have been convicted of or plead guilty to a sex offense; provides that no individual may lobby for compensation for a period of five years if they have been found guilty in a claim related to sexual harassment.
Requires the department of education to study and report on the self-identified ethnicity and multilingual status of all licensed social workers and provide such report to the governor and legislature no later than one year after the effective date of this act.
Requires voting machines or systems approved by the state board of elections to: permit a voter to review their marked paper ballot; retain such ballot for the purposes of a manual audit; and count only a voter's handmade mark except when certain accessibility exceptions apply.
Allows for state agencies, municipalities, and authorities to provide state or local public benefits regardless of immigration status.
Enacts the "digital fairness act".
