Provides that students who have an IEP shall not be required to take more than one regents examination in any given day.

Prohibits the New York Department of State from issuing a certificate of dissolution and filing a judgment or final order of dissolution for the pension fund for employees of the former St. Clare's Hospital in the city of Schenectady, county of Schenectady, until an investigation and/or audit by the New York State Department of Health, the New York State Attorney General or the New York State Comptroller has been conducted to ascertain whether there was any impropriety in the handling and management of funds in such pension plan.
Establishes the small farm disaster recovery grant program; provides grants for the purchase and replanting of crops destroyed by natural disaster.
Provides tax credits for upstate reinvestment zones, for qualified purchases of buildings and qualified rehabilitation expenditures of buildings in such zones; sets credit at 20%.
Provides lifetime, premium-free insurance through the New York state of health marketplace to a person who donates a kidney during the course of his or her lifetime; establishes the kidney donor insurance fund.
Provides a tax credit to certain landowners who allow snowmobile access on such land.
Relates to establishing a college experience program for students with developmental disabilities; requires the trustees of SUNY and CUNY to adopt regulations to establish a two year college experience program for students with developmental disabilities at each SUNY and CUNY institution and community college.
