Relates to notice to the commander of a military station of certain municipal actions that occur within 3000 feet of the property to be affected by the proposed action.

Establishes the New York state clean energy tech production program as a self-directed program for industrial, commercial and large users in order to stimulate the growth and adoption of more efficient use of energy, greater use of advanced energy management products, deeper penetration of renewable energy resources, wider deployment of "distributed" energy resources, and storage.
Limits the initial prescription of a controlled substance for the alleviation of acute pain to a seven-day supply for users twenty years of age or older and to a three-day supply for users nineteen years of age or younger.
Authorizes the office of fire prevention and control to establish the New York state rural ambulance services task force; and requires such task force to conduct a study on the unique challenges faced by New York state ambulance services in rural areas and possible long term solutions to such challenges.
