Restricts the use of segregated confinement and creates alternative therapeutic and rehabilitative confinement options; limits the length of time a person may be in segregated confinement and excludes certain persons from being placed in segregated confinement.

Prohibits fees for security freezes by consumer credit reporting agencies in the case of a breach of information; prohibits fees for subsequent removal or temporary lift of a security freeze, requires a consumer credit reporting agency which has suffered a breach to provide free identity theft protection services.

Increases the maximum award available under the historic preservation tax credit from five million dollars to nine million dollars over a period of two years.

Relates to conflicts of interest of municipal officers and employees, codes of ethics and boards of ethics; permits local codes of ethics to prohibit activities expressly permitted by article 18 of the general municipal law.
