Enacts the whale awareness act directing the department of environmental conservation to establish recommendations and educational materials for reduction of marine mammal interactions.

Requires the court to consider a child's health and safety when making a decision regarding child custody and visitation; directs the court to review certain information as it relates to allegations of child abuse, domestic violence and child safety.
Requires school districts, public libraries, BOCES, county vocational education and extension boards, charter schools, and non-public schools to provide and maintain on-site opioid antagonists; requires the department of health to provide such opioid antagonists to such entities upon request.
