Increases the population limit of certain cities for purposes of requiring training of assessors of such cities.
Provides that a social services official may not recover assistance properly paid as permitted where a recipient or former recipient of such assistance was required to participate in a work experience program without first crediting against such recovery the number of hours that such person actually participated in a work experience program multiplied by the higher of the applicable state or federal minimum wage.
Requires the commissioner of education to make recommendations to the board of regents relating to the adoption of instruction in information relating to blood, bone marrow and organ and tissue donations in senior high schools.
Exempts the Capital District Transportation Authority from bond issuance charges.
Enacts the "New York state living donor support act" to provide state reimbursement to living organ donors, who are state residents, for medical and associated expenses incurred as a result of the organ donation, when the organ donation is made to another resident of the state; requires the provision of information on transplantation to patients with severe kidney disease.
Requires members of the state police, city police departments and sheriffs, undersheriffs, and deputy sheriffs to be trained in the administration of opioid antagonists and to carry opioid antagonists in their vehicles and provides for the repeal of such provisions upon expiration thereof.
Establishes contract requirements for third party litigation financing which includes requiring contracts to contain a right of rescission, a written acknowledgement by the attorney retained, a clear outline of the scheduled fee structure and a no penalty provision.
Relates to establishing the paint stewardship program, minimizing the public sector involvement in the management of post-consumer paint, and negotiating agreements to collect, transport, reuse, recycle, and/or burn for energy recovery at an appropriately licensed facility post-consumer paint using environmentally sound management practices.
Permits a municipality to compel a mortgagee to either complete a mortgage foreclosure proceeding or to issue a certificate of discharge of the mortgage for any property which has been certified abandoned pursuant to section 1971 of the real property actions and proceedings law.
