Provides that, for purposes of veterans seeking to qualify for public housing, "probable aggregate annual income" shall not include disability benefits paid by federal government to veterans for service-connected disabilities; provides that such disability benefits shall not be included in computing any surcharge against such veterans.
Standardizes the language across the relevant court acts to allow tenants statewide to sue in the county where the real property at issue is located in matters relating to a tenancy or lease; requires the Office of Court Administration to develop necessary forms, procedures and deliver a report.
Relates to unlawful tenancies under the emergency tenant protection act of 1974; prohibits owners from entering or renewing leases where such owner has reason to know that such tenant will not occupy the housing accommodation as the tenant's primary residence.
Expands eligibility for tax abatement for rent-controlled and rent regulated property occupied by persons with disabilities to include individuals who do not meet the non-medical qualifications for SSDI and SSI but, by reason of the individual's disability, the individual is not able to engage in substantial gainful activity as that term is defined by the federal social security administration.
Relates to enacting the rent emergency stabilization for tenants act on local determinations of a housing emergency; authorizes a city with a population of one million or more to declare an emergency as to any class of housing accommodations if the vacancy rate for the housing accommodations in such class within such municipality is not in excess of five percent and a declaration of emergency may be made as to all housing accommodations if the vacancy rate for the housing accommodations within such municipality is not in excess of five percent; authorizes other cities, towns and villages to declare a housing emergency after considering publicly available data and holding public hearings.
Prohibits the adjustment of maximum allowable rent where any modification, increase or improvement is made to accommodate the needs of a disabled tenant; defines disabled tenant.
This bill prohibits housing discrimination based on dog breed, size, or weight. It prevents public housing authorities and landlords from denying occupancy, evicting tenants, or restricting leases solely because a tenant owns a specific dog breed. The law allows reasonable safety rules for all dogs (including dangerous dogs under existing law) but bans blanket breed restrictions. It applies to public housing projects and private rental properties, taking effect immediately upon passage.
Enacts the "protection against unfair section 8 evictions (P.A.U.S.E.) act"; provides that in any case of public assistance where the municipality or section 8 refuses to pay the required portion of rent under any state, local or federal subsidy program due to building code violations or violations of the warranty of habitability pursuant to section two hundred thirty-five-b of the real property law, the tenant or lawful occupant of a dwelling shall not be required to pay their share under any state, local or federal subsidy program and shall not be subject to eviction summary proceedings for non-payment of rent or supplemental rent.
Enacts the New York state senior housing opportunities partnership act; establishes the New York state senior housing opportunities partnership authority; provides that such authority will finance or collaborate in the financing of senior housing opportunities facility projects.
This bill establishes a community housing fund in Rochester to provide affordable housing opportunities for residents. It offers financial assistance (up to 50% of a home's purchase price) to first-time homebuyers who live in or work for the town and have household incomes at or below 100% of Ulster County's state-set low-income threshold. The fund can also be used to build, rehabilitate, or rent affordable housing units for eligible residents, financed through local taxes, grants, and other town revenues. An advisory board of community representatives will oversee the fund's operations and ensure compliance with affordability guidelines.
