Requires each school district to provide interventions and special curricula for children with dyslexia or other phonological learning differences or disabilities.

Provides that the commissioner of education may promulgate rules and regulations for a health education curriculum to include menstrual disorders, including but not limited to, endometriosis.

Enacts the student suicide prevention act; requires the governing board or body of every local educational agency serving students in grades seven to twelve, to adopt policies, procedures and guidelines on student suicide prevention, intervention and postvention for students in such grades.

Requires nonpublic schools provide and maintain on-site automatic external defibrillator (AED) equipment on school grounds and assure that AED equipment is available for off-site curricular events, extracurricular events or school-sponsored athletic events.

provides for reduction of taxes pursuant to shelter rent (Part L); utilizes reserves in the mortgage insurance fund for the neighborhood preservation program, the rural preservation program, the rural rental assistance program, and the New York state supportive housing program (Part N); extends certain provisions relating to restructuring financing for residential school placements (Part O); authorizes child care support centers which are certified by the office of children and family services to place individuals as substitute caregivers at licensed and registered child care programs (Part P); expands the merit time allowance and limited credit time allowance programs (Part EE); authorizes the commissioner of education to appoint a monitor to oversee the Mount Vernon city school district; requires such monitor to schedule three public hearings; requires the monitor and board of education to develop a proposed financial plan for the 2025--2026 school year and the four subsequent school years (Part FF); relates to the conversion to condominium ownership for the preservation of expiring affordable housing in the city of New York; provides expanded homeownership opportunities from the conversion of certain residential rental buildings to condominium status by property owners that commit to preserve the inventory of expiring affordable housing in the city of New York (Part GG); establishes the housing access voucher pilot program (Part HH); amends section 2 of chapter 868 of the laws of 1975 constituting the New York state financial emergency act for the city of New York, in relation to the effectiveness thereof (Part II); This bill (S 521) requires New York City’s chancellor to create a free test preparation program for 7th and 8th graders planning to take the specialized high school admissions test. The program must be offered during regular school hours in schools within New York City (population over 1 million). Enacts the "Tevyan Rowe child and young teen mental health community safety act"; directs boards of education to create policies, procedures, and guidelines for at-risk children and young teens who have demonstrated suicidal ideation, been victims of harassment or bullying, and/or who have eloped from school property; establishes a commission to evaluate the safety and security of children in primary and secondary public and private schools in this state.
