Requires school districts to establish a language assistance program for limited English proficient parents of students; requires record keeping and annual reporting; permits districts to jointly establish such programs.
Requires student financial aid award letters to contain information on net costs, defined as an estimate of the costs of attendance after financial aid which does not require repayment and options for loans which do require repayment.
Relates to allowing for students in certain postsecondary education experience or transition programs to receive awards from the tuition assistance program.
Requires the appointment of a Title VI coordinator at every college and university in the state to ensure compliance with Title VI of the federal civil rights act of 1964; requires the division of human rights to develop training for students and employees; requires the Title VI coordinator to notify annually all students and employees of the institution's policies and procedures for reporting discrimination and harassment.
Establishes protections for the rights of pregnant students, parenting students, and students with pregnancy-related conditions in schools; requires schools to establish liaison officers for such students and to disseminate information relating to resources available to such students; directs that rules be established to administer such rights and to establish minimum periods of time for a leave of absence at the student's option.
Updates the admission criteria for the science and technology entry program and collegiate science and technology entry program to consider whether a student is a member of an ethnic group that is underrepresented in the eligible profession they are pursuing.
This bill allows New York state and city colleges to grant unlimited academic credit to veterans for military training they completed. It applies to veterans with an honorable discharge, qualifying health conditions under veterans' law, or discharged LGBT veterans who are enrolled full-time in good standing. Colleges must award these credits without charging tuition, fees, or other costs, and establish procedures to implement the policy. The law takes effect July 1 after enactment.
Qualifies the permitted use of proceeds from the lease of lands located at the state university of New York at Purchase shall go to New York state resident students who are eligible to receive a federal Pell grant.
Directs school districts to establish parent advisory councils on special education to advise on matters that pertain to the education and safety of students with disabilities, and meet regularly with school officials to participate in the planning, development, and evaluation of the school district's special education programs.
Requires minors under 18 years to attend school on a full-time basis, unless such minor is seventeen or older and enrolled in a vocational or occupational education program, with the consent of the school district and the person in parental relation with the minor; requires such minor must enroll in GED course until age of 19 years, if the person leaves school.
