Authorizes a state personal income tax credit for elementary and secondary school personnel for certain expenses incurred for school related supplies for taxable years beginning on or after January 1, 2026.
Establishes that instruction in financial education be provided to pupils in grades nine through twelve; establishes what should be included in such curriculum including the basics of financial planning, budgeting, borrowing, interest rates, personal insurance policies, etc.
This bill requires all public school districts in the state - including New York City - to install two specific security measures in every classroom within five years: (1) a dedicated panic button, and (2) an additional door security device that provides greater protection than standard locks. The commissioner of education, in consultation with the state police superintendent, must approve a list of acceptable security devices. These requirements apply to all school districts, boards of cooperative educational services, and county vocational education boards. Requires all school districts to screen all students for dyslexia and dysgraphia; requires school districts to provide notice of such screening to each student and to the parent or guardian of each student; allows parents and guardians to opt out.
Relates to providing medically accurate instruction regarding human immunodeficiency virus (HIV) and acquired immune deficiency syndrome (AIDS) in all elementary and secondary schools.
Provides for temporary exemptions to educational institutions from certain requirements related to the use of multi-occupancy bathrooms and locker rooms; authorizes the use of state building aid for related facility improvements.
