Bivens Act of 2021

Bivens Act of 2021 This bill provides individuals with a statutory right to sue and recover damages from federal officials for violations of their constitutional rights. Currently, individuals have a statutory right to bring such suits against state or local officials (e.g., law enforcement), commonly known as Section 1983 suits or Bivens actions. Although the statute does not explicitly authorize such suits against federal officials, the Supreme Court has found this right to be inferred from the Constitution in certain situations (e.g., Fourth Amendment violations committed by federal law enforcement officers).

Supporting Medicare Providers Act of 2021

Maddy summaryThis bill extends temporary increases in Medicare payments for physicians' services through 2022, instead of ending at the end of 2021. It directly affects Medicare providers (like doctors and clinics) who receive these payments under the Medicare program. The key change modifies the Social Security Act to extend the payment adjustment period from ending January 1, 2022, to January 1, 2023, ensuring continued funding for physician services during 2022. The bill does not alter payment rates or create new programs, only extends the existing temporary increase.

Outdoors for All Act

Outdoors for All Act This bill directs the Department of the Interior to establish an outdoor recreation legacy partnership grant program under which Interior may award grants to states, certain political subdivisions of a state, special purpose districts, Indian tribes, or Alaska Native or Native Hawaiian communities or organizations. Funds must be used for projects to (1) acquire land and water for parks and other outdoor recreation purposes in qualifying areas, and (2) develop new or renovate existing outdoor recreation facilities that provide outdoor recreation opportunities to the public in qualifying areas. PrEP Access and Coverage Act

PrEP Access and Coverage Act This bill requires private health insurance plans to cover prescription drugs that prevent HIV, including related screenings, diagnostic procedures, administrative fees, and clinical follow-ups, without any cost-sharing obligation for the plan holder. Further, insurance plans must not impose any preauthorization requirement for this coverage. These coverage requirements also apply to public health insurance programs, including Medicare, Medicaid, and the Children's Health Insurance Program. Additionally, the bill prohibits denying, limiting, or qualifying coverage or increasing premiums for disability insurance, long-term care insurance, or life insurance policies based on an individual taking medication for HIV prevention. The bill further requires the Department of Health and Human Services to award grants to states, or directly to eligible local organizations, to provide uninsured individuals and underinsured individuals access to prescription drugs and related services that prevent HIV. The Centers for Disease Control and Prevention also must develop a public awareness campaign that focuses efforts in communities with a high need for HIV prevention treatment.

A bill for the relief of Shirley Constantino Tan.

Maddy summaryS 3297 grants permanent resident status (green card) to Shirley Constantino Tan, bypassing standard immigration rules. It allows her to apply for permanent residence within two years of the bill's enactment, with a requirement that the U.S. reduce available immigrant visas for her country of birth by one to offset the grant. This is a personal "relief" bill affecting only Shirley Constantino Tan, not a broad policy change. The bill does not alter general immigration law but creates a specific exception for this individual.

It aims to raise public awareness about youth homelessness by highlighting statistics on vulnerable groups, including LGBTQ youth, youth of color, and those in foster care. The resolution encourages community engagement and collaboration among organizations, schools, and local groups to address the crisis. It does not create new laws or funding but formally recognizes the issue and supports existing awareness efforts led by groups like the National Runaway Safeline.
