Accessing America’s Critical Minerals Act of 2021

Accessing America's Critical Minerals Act of 2021 This bill establishes deadlines to complete the environmental review of critical mineral projects on federal land and sets forth related requirements to expedite the review of such projects under the National Environmental Policy Act of 1969 (NEPA). If an environmental assessment or environmental impact statement is required for such project, then all necessary federal review and permit considerations must be completed within 18 or 24 months, respectively. However, the review may exceed the time limit if the project sponsor agrees. The lead agency of the environmental review of such project must allow a state or local government, an Indian tribe, a project sponsor, or another appropriate entity to assume certain federal responsibilities regarding the environmental review of the project upon the request of such entity. Further, the bill authorizes a lead agency to determine that the requirements of NEPA have been satisfied if a state or federal agency acting under state or federal law has addressed specified factors, such as the environmental impact of the action to be conducted under the permit. If the lead agency does not make such a determination, then the agency must enter into an agreement with the project sponsor to set time limits for each part of the permitting process.

Abandoned Mine Land Reclamation Fee Reauthorization Act of 2021

Abandoned Mine Land Reclamation Fee Reauthorization Act of 2021 This bill reduces the fee certain coal mining operations must pay to the Abandoned Mine Reclamation Fund, reauthorizes such fee through FY2028, and otherwise revises provisions regarding the fund and mine reclamation. Under the existing Abandoned Mine Land Reclamation Program, the Office of Surface Mining, Reclamation and Enforcement (OSMRE) collects a fee from coal mining companies for each ton of coal produced. The fees are deposited into the fund, which may be used to address hazards to public health, safety, and the environment from coal mining sites that were abandoned or unreclaimed as of August 3, 1977. For example, the fund may be used to provide grants to states and Indian tribes to reclaim and clean up land and water affected by such sites. OSMRE's authority to collect the fee expires on September 30, 2021. This bill extends the authority to collect the fee for seven years and reduces the fee for all categories of coal. It also provides additional grants for certain priority sites and revises requirements governing the distribution of grants to states and Indian tribes from the program. In addition, the bill allows states to (1) enter into a memorandum of understanding with relevant states or federal agencies to clean up lands and waters affected by such sites, and (2) partner with a community reclaimer who volunteers to carry out a reclamation project approved by the Department of the Interior.

Family Child Care Networks Act of 2021

Family Child Care Networks Act of 2021 This bill expands the temporary child care stabilization grant program to permit states to award subgrants to support the creation or enhancement of family child care networks to provide specified core services to family child care providers in order to expand the availability of care.

Expanding Markets for State-Inspected Meat Processors Act of 2021

Expanding Markets for State-Inspected Meat Processors Act of 202 1 This bill allows meat and meat food products inspected by State Meat and Poultry Inspection programs to be sold in interstate commerce. Under the inspection program, the Department of Agriculture Food Safety and Inspection Service allows states that meet certain requirements to inspect meat and meat food products. The state-inspected products are currently limited to intrastate commerce, unless a state opts into a separate Cooperative Interstate Shipment Program.

Saving Gig Economy Taxpayers Act

Saving Gig Economy Taxpayers Act This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned more than $20,000 on more than 200 separate transactions in an applicable tax period. A third party settlement organization is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network. This reverses a provision in the American Rescue Plan Act of 2021 that lowered the reporting threshold to $600 with no minimum on the number of transactions.

Contact Lens Prescription Verification Modernization Act

Contact Lens Prescription Verification Modernization Act This bill revises the requirements for the verification of prescriptions related to the purchase of contact lenses. Specifically, online sellers of prescription contact lenses must provide consumers with a method to transmit a digital copy of their prescriptions to such sellers. Online sellers also must encrypt protected health information they send by email. Additionally, the bill prohibits any seller of prescription contact lenses from using telephone calls with an artificial or prerecorded voice (i.e., robocalls) to verify a consumer's prescription.

STARTER Act 2.0

Surface Transportation Advanced through Reform, Technology, and Efficient Review Act 2.0 or the STARTER Act 2.0 This bill addresses provisions related to federal-aid highway, transit, highway safety, motor carrier, innovation, and resiliency programs of the Department of Transportation (DOT). It also sets forth requirements for the operation of railroad freight cars in the United States. For example, the bill extends FY2020 enacted levels through FY2026 for federal-aid highway, transit, and safety programs. DOT must provide competitive grants for projects to provide parking for commercial motor vehicles on the federal-aid highway system; establish a discretionary program to award competitive grants for eligible projects that encourage economic viability of the nation, a metropolitan area, or a region; create a public awareness campaign to reduce instances of driving while under the influence of prescription and over-the-counter medications; and promulgate regulations to implement an apprenticeship program for licensed commercial motor vehicle drivers under the age of 21. The bill also establishes new competitive grant programs to spur innovation of connected vehicle applications into operational deployments and to test the safe integration of automated driving system technologies into the on-road transportation system. Additionally, the bill addresses projects to improve the resiliency of federal-aid highways and bridges on and off the National Highway System. Further, the bill prohibits the operation of railroad freight cars in the United States that have been manufactured or assembled by certain foreign countries or that contain sensitive technology from such countries.
