To amend title II of the Social Security Act to provide that not more than 10 percent of a monthly benefit may be withheld on account of overpayments.

Maddy summaryThis bill limits how much Social Security can withhold from monthly benefits to recover overpayments. It sets a 10% cap on withholdings for cases without fraud (unless the recipient requests a higher rate), affecting Social Security beneficiaries who received more than they were entitled to. The key provision prevents excessive deductions from monthly payments, ensuring recipients retain at least 90% of their benefit for non-fraudulent overpayments. The law applies to overpayments existing after the bill's effective date.

Food Secure Strikers Act of 2025

Maddy summaryHR 2357, the Food Secure Strikers Act of 2025, removes a restriction that previously barred workers on strike from receiving Supplemental Nutrition Assistance Program (SNAP) benefits. The bill amends the Food and Nutrition Act of 2008 to eliminate language making workers ineligible for SNAP "as a result of being on strike," ensuring striking workers are not automatically denied food assistance during labor disputes. This change directly affects workers participating in strikes who would otherwise lose access to SNAP benefits. The key mechanism updates the eligibility rules to prevent SNAP ineligibility solely due to strike participation.

Maddy summaryHR 2928, the Mortgage Relief for Disaster Survivors Act, provides temporary payment relief for homeowners and renters with federally backed mortgages in areas affected by federally declared disasters. Borrowers with damaged or destroyed properties can request an 180-day pause on mortgage payments (extendable by another 180 days) from their loan servicer by submitting written requests and proof of property damage. During this relief period, no fees, penalties, or additional interest accrue beyond what would have been due under the original loan terms. This applies to loans backed by Fannie Mae, Freddie Mac, or similar programs, including both single-family and multifamily residential properties.

Safer Neighborhoods Gun Buyback Act of 2025

Maddy summaryHR 2948, the Safer Neighborhoods Gun Buyback Act of 2025, authorizes $360 million annually from 2025-2027 to fund gun buyback programs across the country. The bill creates a grant program for states, local governments, tribal governments, and eligible gun dealers to collect firearms from individuals using "smart prepaid cards" that cannot be used to purchase guns. Participants would pay 125% of a gun's market value (with possible increases for modified weapons) and must destroy all collected firearms and ammunition within 30 days. The program requires criminal background checks on all collected weapons and prohibits reselling any guns obtained through the initiative, with a new federal criminal provision making it illegal to use these cards for firearm transactions.

Supporting the designation of the week of April 11 through April 17, 2025, as the eighth annual "Black Maternal Health Week", founded by Black Mamas Matter Alliance, Inc. (BMMA), to bring national attention to the maternal and reproductive health crisis in the United States and the importance of reducing maternal mortality and morbidity among Black women and birthing people.

Maddy summaryHRES 332 is a resolution designating April 11-17, 2025, as "Black Maternal Health Week" to raise awareness about maternal health disparities affecting Black women and birthing people in the U.S. It references CDC data showing Black women are 2-3 times more likely to die from pregnancy-related causes than White women and that the U.S. has the highest maternal mortality rate among developed nations. The resolution emphasizes the need to address systemic inequities contributing to these outcomes without creating new laws or funding. It serves as a symbolic recognition to amplify community-led efforts, such as those by the Black Mamas Matter Alliance, rather than implementing policy changes.

Supporting the designation of April 10 as "Dolores Huerta Day", in honor of the accomplishments and legacy of the trailblazing labor and civil rights leader Dolores Huerta.

Maddy summaryHRES 326 is a non-binding resolution designating April 10 as "Dolores Huerta Day" to honor the late labor and civil rights leader Dolores Huerta. It recognizes her foundational work co-founding the United Farm Workers, leading grape boycotts that secured union contracts, advocating for farm workers' safety, and championing women's rights and Latino political representation. The resolution has no policy impact or direct effect on any group, as it solely serves to commemorate Huerta's legacy. It was introduced by multiple House members in recognition of her contributions to civil rights and equality.

SERVICE Act

Maddy summaryHR 2906, the SERVICE Act, requires federal agencies to submit a detailed report to Congress and the Government Accountability Office (GAO) before reducing their workforce by more than 5% in a fiscal year. The report must analyze financial impacts (including pay, benefits, and replacement costs), mission effects on specific offices/services, and the agency’s analytical basis for the reduction. The GAO must then review the report within 180 days and assess whether it includes all required elements and credible supporting data. This 210-day review period applies to all agencies covered under the law, directly affecting federal workforce planning decisions. The bill aims to ensure transparency and evidence-based decision-making around federal staffing changes.

WISE Act

Working for Immigrant Safety and Empowerment Act or the WISE Act This bill expands eligibility for U nonimmigrant visas (victims of criminal activity) and prohibits immigration enforcement activities in specified areas. Generally, U visas are for victims of specified crimes (e.g., rape, trafficking, or domestic violence) who assist with the investigation or prosecution of the crime. The bill adds hate crimes, child abuse, and elder abuse as crimes that may qualify a victim for a U visa and removes criteria related to the victim's assistance with the investigation or prosecution of the crime.   Furthermore, the Department of Homeland Security (DHS) must provide work authorization to U visa applicants, whereas currently DHS may grant work authorization but is not required to do so. The bill also eliminates the annual numerical cap on U visas.  The bill establishes a rebuttable presumption that certain individuals, including U visa applicants and T visa (victims of human trafficking) applicants, shall not be detained while the application is pending. Additionally, the bill provides immigration-related protections, such as by extending the admission period and providing work authorization, to the spouse or child of a nonimmigrant visa holder who subjected that spouse or child to battery or extreme cruelty. Further, the bill prohibits, with some exceptions for exigent circumstances, U.S. Immigration and Customs Enforcement or U.S. Customs and Border Protection from conducting immigration enforcement actions within 1,000 feet of a school, health care facility, place of worship, or other location specified in the bill.
