United States-Israel FUTURES Act of 2026

Maddy summaryThis bill establishes the United States-Israel Defense Technology Cooperation Initiative to accelerate joint development and integration of defense technologies between the two countries. It directs the U.S. Secretary of Defense, with Israel’s agreement, to identify Israeli-origin technologies for rapid adoption into U.S. military systems, focusing on areas like counter-drone systems, missile defense (including "Golden Dome for America"), AI, cyber defense, and directed energy. The initiative requires annual congressional reporting on progress, partnerships with industry, and technology transitions, while authorizing $150 million annually for fiscal years 2027-2029. It aims to strengthen bilateral defense innovation and streamline the use of Israeli technologies within U.S. military programs.

SELF DRIVE Act of 2026

Maddy summaryThe SELF DRIVE Act of 2026 establishes federal safety standards for vehicles with automated driving systems (ADS), requiring manufacturers to develop detailed "safety cases" demonstrating their systems won't present unreasonable risks to road users. It creates a National Automated Vehicle Safety Data Repository to collect crash data from ADS-equipped vehicles, including information about vulnerable road users (pedestrians, bicyclists, etc.) and crash circumstances. The bill preempts state laws that conflict with these federal standards while allowing states to enforce identical requirements, and defines key terms related to automation levels (Level 3-5) and operational design domains. Manufacturers must demonstrate ADS capabilities for handling various driving scenarios, including detecting vulnerable road users and achieving minimal risk conditions during emergencies. The bill also establishes requirements for cybersecurity protections and reporting of crash data to the National Highway Traffic Safety Administration.

REPAIR Act

Maddy summaryThe REPAIR Act requires motor vehicle manufacturers to provide car owners and independent repair shops with full access to vehicle data and repair information, prohibiting technological or legal barriers that restrict this access. It mandates that manufacturers share vehicle-generated data, critical repair information, and tools on equal terms with dealers and authorized service providers, without requiring consumers to use specific brands of parts or tools. The law establishes an advisory committee to monitor implementation and ensure fair competition in vehicle repair, while giving the Federal Trade Commission authority to enforce these requirements as unfair or deceptive practices. This legislation directly affects car owners, independent repair facilities, aftermarket parts manufacturers, and motor vehicle manufacturers by shifting control of repair information and data from manufacturers to consumers.

Pipeline Cybersecurity Preparedness Act

Maddy summaryThe Pipeline Cybersecurity Preparedness Act (HR 7272) establishes a voluntary program under the Department of Energy to improve cybersecurity and physical security for natural gas pipelines, hazardous liquid pipelines, and liquefied natural gas facilities. It requires the Department to create coordination councils, lead incident response planning, develop voluntary cybersecurity tools and training, and run pilot projects with industry partners. The bill directly affects pipeline operators and energy sector stakeholders by providing technical resources to assess and enhance their security capabilities without mandating changes. Key mechanisms include developing workforce training curricula, offering evaluation tools, and facilitating collaboration between federal agencies, states, and the energy sector. The act explicitly states it does not alter existing authority of other federal agencies regarding pipeline security.

Energy Choice Act

Maddy summaryThis bill prevents state or local governments from banning or restricting energy connections (like installation, modification, or access) based on the type or source of energy, such as electricity, natural gas, or renewable fuels. It directly affects consumers choosing energy providers and energy companies seeking to offer services. The key provision prohibits local laws, regulations, or policies that limit energy services sold in interstate commerce, covering all energy types listed in the bill’s definitions. It does not create new programs but limits regulatory authority at the state or local level. The law aims to ensure open access to diverse energy sources without source-based restrictions.

Make Elections Great Again Act

Maddy summaryThe Make Elections Great Again Act (HR 7300) would require voters to present photo identification to cast ballots in person or by mail for federal elections, with limited exceptions for religious objections or military voters. It would establish new requirements for proving U.S. citizenship during voter registration, including documentary proof of citizenship and proof of state residency. The bill would change mail-in ballot procedures by requiring voters to request mail-in ballots (rather than universal mail-in voting), implementing barcode tracking for mail-in ballots, and setting strict deadlines for ballot receipt. These provisions would apply to all states for federal elections held in 2027 or later, affecting how voters register, vote in person, and submit mail-in ballots for federal office elections.

SAVE America Act

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

Eastern Mediterranean Gateway Act

Maddy summaryHR 3307, the Eastern Mediterranean Gateway Act, directs the U.S. government to prioritize diplomatic and security cooperation with Egypt, Greece, Cyprus, and Israel to support their role as a strategic gateway for the India-Middle East-Europe Economic Corridor (IMEC). The bill requires the Secretary of State to institutionalize strategic dialogues with these countries, prioritize energy and defense cooperation in the region, and submit annual reports on implementation and multilateral initiatives. It also mandates studies on expanding U.S. bilateral programs (like those with Israel) to include Eastern Mediterranean partners and analyzing the Cyprus security center as a model. The bill does not create new funding but guides existing U.S. policy and coordination efforts.

SCAM Act

Maddy summaryHR 7156, the SCAM Act, would expand grounds for revoking U.S. citizenship (denaturalization) for naturalized citizens who commit specific offenses within 10 years of becoming citizens. It targets individuals convicted of defrauding federal, state, or local governments (e.g., $10,000+ in public benefit fraud), affiliating with foreign terrorist organizations, or committing aggravated felonies or espionage. If convicted in these categories, the government could automatically revoke citizenship retroactively (as if it never existed) based on evidence that the person lacked good moral character or loyalty to the U.S. at the time of naturalization. This bill directly affects naturalized citizens who commit these offenses within a decade of gaining citizenship, with revocation triggering immediate deportability.

Jumpstart Savings Act

Maddy summaryThe Jumpstart Savings Act creates a new tax-advantaged savings program for state-run accounts that help individuals save for career-specific training and expenses. It directly affects workers, apprentices, and students pursuing certified trades or occupations by allowing tax-free contributions to accounts covering costs like community college tuition, apprenticeship fees, certification exams, trade tools, and business startup expenses. The bill enables rollovers from existing 529 college savings plans into these accounts and requires states to administer the programs with reporting rules similar to current 529 plans. The program will apply to taxable years beginning after December 31, 2025, and is designed to support career advancement in regulated fields.
