Loan Equity for Advanced Professionals Act

Maddy summaryThis bill increases federal student loan limits for graduate and professional students. Starting July 1, 2026, it sets a $50,000 annual limit and a $200,000 total aggregate limit (beyond undergraduate borrowing) for unsubsidized Federal Direct Stafford loans. These changes directly affect graduate and professional students pursuing advanced degrees who rely on federal loans for education costs. The provisions aim to provide higher borrowing capacity for these students' educational expenses under the Higher Education Act.

CommonGround for Affordable Health Care Act

Maddy summaryHR 6575, the CommonGround for Affordable Health Care Act, extends enhanced premium tax credits for health insurance through 2026, directly benefiting millions of lower and middle-income Americans purchasing coverage through the ACA marketplace. The bill modifies income thresholds for premium subsidies, creating new income tiers that maintain or increase financial assistance for households earning up to 1,000% of the poverty level. It includes provisions to prevent fraud in health insurance exchanges by imposing civil penalties on agents and brokers who provide false information, and requires transparency in pharmacy benefit manager contracts to improve drug pricing accountability. The legislation also extends the annual open enrollment period for health insurance exchanges for the 2026 plan year, allowing more time for people to enroll or change coverage.

National Museum of the Blind People’s Movement Act

Maddy summaryThis bill designates the Museum of the Blind People’s Movement (currently located at the National Federation of the Blind Jernigan Institute in Baltimore, Maryland) as the National Museum of the Blind People’s Movement. It formally recognizes the museum, operated by blind individuals, as the first national institution dedicated to preserving and showcasing the history of blind people’s contributions and struggles in the U.S. The museum already collects artifacts, documents, and literature documenting the blind community’s collective achievements and civil rights efforts since the 1940s. The bill’s key provision is this official congressional designation, elevating the existing museum as a national platform for education and awareness about blind people’s movement.

Rx ACCESS Act

Maddy summaryThe Rx ACCESS Act improves prescription drug access for TRICARE beneficiaries, including military service members, retirees, and their families, by establishing fair reimbursement standards for pharmacies and expanding medication choice. It requires pharmacies to be reimbursed at actual drug costs (or the national average drug cost for certain medications) plus a standard dispensing fee, while banning hidden fees like point-of-sale charges. Starting October 1, 2026, beneficiaries can choose how they receive non-generic medications for ongoing health conditions. The law also mandates annual audits to verify reimbursement fairness and ensure pharmacy networks provide accessible care, especially in rural and underserved areas.

BRAVE Act of 2025

Building Resources and Access for Veterans' Mental Health Engagement Act of 2025 or the BRAVE Act of 2025 This bill addresses mental health services and care provided by the Department of Veterans Affairs (VA), including matters related to personnel, Vet Center administration, care for women veterans, and access to care. The bill authorizes the VA to waive the licensure or certification requirement for individual licensed professional mental health counselor appointees for a reasonable period of time. The bill also extends the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program and increases the maximum annual grant amount. The VA must provide Vet Centers with guidance for assessing outreach activities and implement processes to periodically assess the extent to which (1) veterans and eligible members of the Armed Forces experience barriers to obtaining services at Vet Centers, and (2) Vet Center staff may encounter barriers to providing services. Among other requirements, the VA must also survey and host listening sessions with women veterans to gauge the effectiveness of the VA’s suicide prevention, lethal-means safety, and mental health resources and messaging campaigns; initiate efforts to modify the Recovery Engagement and Coordination for Health-Veterans Enhanced Treatment (REACH VET) program to incorporate risk factors weighted for women; annually offer a mental health consultation to veterans who are receiving compensation for a service-connected disability relating to a mental health diagnosis; and implement a pilot program to provide access to mental health residential treatment programs for veterans with a spinal cord injury or disorder.

Mikaela Naylon Give Kids a Chance Act

Give Kids a Chance Act of 2025 This bill expands the Food and Drug Administration’s (FDA’s) authority with respect to research on rare pediatric diseases, including by permitting the FDA to take enforcement action against drug sponsors that fail to satisfy pediatric study requirements and by reauthorizing programs that support pediatric research.  Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations to permit research on new drugs in combination with active ingredients that have already been approved, provided certain conditions are met; permits the FDA to take enforcement action against drug sponsors that fail to comply with pediatric study requirements, if such sponsors demonstrated a lack of due diligence in satisfying the requirement; renews the FDA’s authority to award priority review vouchers to sponsors of new products intended to treat rare pediatric diseases through September 30, 2029; and reauthorizes through FY2027 certain funding for the National Institutes of Health to support priority pediatric research.  The bill also provides statutory authority for the FDA’s interpretation of the orphan drug exclusivity period. The bill specifies, consistent with FDA regulations, that the seven-year market exclusivity period for drugs for rare diseases or conditions (i.e., orphan drugs) prohibits the approval of the same drug for the same approved use or indication with respect to the disease or condition. (In Catalyst Pharmaceuticals, Inc. v. Becerra , a court rejected the FDA’s interpretation and held that orphan drug exclusivity extends to all uses or indications for the disease or condition.)

Education Not Endless Scrolling Act

Maddy summaryHR 6335, the "Education Not Endless Scrolling Act," imposes a 50% tax on large digital advertising companies (those with over $2.5 billion in annual U.S. digital ad revenue) starting in 2026. The tax revenue funds three new trust funds: one for local journalism support, one for individual tutoring programs in schools, and one for career and technical education initiatives. These trust funds will distribute one-third of the collected tax revenue to directly support journalism entities, school tutoring programs, and career education programs without requiring new annual appropriations. The bill’s key mechanism is redirecting tax revenue from major digital ad platforms to specific education and journalism programs, effective for taxes paid after December 31, 2025.

Housing Supply Expansion Act of 2025

Maddy summaryHR 6293, the Housing Supply Expansion Act of 2025, updates federal definitions to include manufactured homes built without a permanent chassis under the same regulatory framework as traditional manufactured homes. It requires the Secretary of Housing and Urban Development to establish new labeling standards (including distinct data plates and invoice notations) for these homes and mandates that states certify they treat them equally to homes on permanent chassis in areas like financing, installation, and sales. States must submit initial certification within one year (or two years for biennial legislatures) and annual recertifications to confirm compliance, with non-compliant states prohibited from allowing the sale or installation of these homes. The bill directly affects manufacturers, state regulators, and homebuyers purchasing manufactured homes without permanent chassis, ensuring consistent federal and state treatment.
