PURR Act of 2024

Maddy summaryThe PURR Act of 2024 establishes a uniform federal regulatory framework for pet food in the U.S., replacing inconsistent state-level rules and separating pet food regulation from livestock feed. It preempts state laws on pet food labeling and marketing, creates a standardized process for reviewing new pet food ingredients (requiring FDA action within 90 days), and allows certain marketing claims like "natural" or "hairball control" without premarket approval if truthful and substantiated. The bill defines key terms (e.g., "companion animal" as dogs/cats), sets ingredient listing rules, and mandates FDA guidance on topics like nutritional adequacy and calorie claims. This directly affects pet food manufacturers, the FDA’s Center for Veterinary Medicine, and pet owners by creating clearer safety standards and labeling consistency nationwide.

Counseling for Career Choice Act

Maddy summaryThis bill amends the Elementary and Secondary Education Act to require K-12 schools to strengthen career counseling programs. It mandates schools to identify regional workforce trends, develop personalized career plans for students, connect students with opportunities like apprenticeships and dual enrollment, and partner with workforce agencies. The law also requires professional development for counselors and access to current workforce data to help students plan postsecondary paths. Directly affecting public school students and counselors, it focuses on concrete changes to career guidance rather than new funding.

FDA Modernization Act 3.0

Maddy summaryHR 7248, the FDA Modernization Act 3.0, creates a new FDA process to qualify alternative nonclinical testing methods that can replace or reduce animal testing in drug development. Drug developers can request qualification for methods that improve safety/efficacy predictivity or shorten development time, with the FDA required to review requests within 180 days. If qualified, these methods allow expedited FDA review of drug applications and enable referencing the qualified method in submissions. The bill mandates annual reports tracking qualified methods, animal use reduction, and application approvals, with transparency requirements for Congress. This directly affects pharmaceutical companies and biotech firms developing new drugs.

End Banking for Human Traffickers Act of 2024

End Banking for Human Traffickers Act of 2024 This bill establishes requirements for finance and banking entities to detect and prevent human trafficking.  The Financial Institutions Examination Council must review procedures to improve the capability of specified programs to target financial transactions relating to severe forms of human trafficking. The Interagency Task Force to Monitor and Combat Trafficking must submit to Congress recommendations for the revision of anti-money laundering programs specifically targeting severe forms of human trafficking. The bill provides additional criteria to be considered by the Department of State to indicate a foreign country's serious and sustained efforts to eliminate human trafficking for purposes of certain foreign assistance. FAIR Act

Maddy summaryHR 7127, the FAIR Act, establishes pay adjustments for federal employees in 2025. It increases base pay by 4% for most federal workers under statutory pay systems and for "prevailing rate" employees (like those in specific geographic areas), while raising locality pay rates by 3.4%. The bill directly affects all federal employees receiving pay under these systems, as it modifies their 2025 salary calculations. These changes are based on statutory formulas under Title 5 of the U.S. Code, with no new policy mechanisms beyond the specified percentage increases. The adjustments apply to pay rates in effect as of the end of fiscal year 2024.
