Pay Our Coast Guard Parity Act of 2025

Pay Our Coast Guard Parity Act of 2025 This bill provides continuing appropriations to the Coast Guard for pay and benefits when there is a Coast Guard-specific funding lapse. Under the bill, a  Coast Guard-specific funding lapse occurs when (1) a bill providing appropriations for the Coast Guard for a fiscal year has not been enacted before the beginning of that fiscal year, and no joint resolution providing continuing appropriations for the Coast Guard is in effect; and (2) a bill providing appropriations for the Department of Defense (DOD) for the fiscal year has been enacted before the beginning of the fiscal year, or a joint resolution providing continuing appropriation for DOD is in effect.  If a Coast Guard-specific funding lapse occurs, the bill provides appropriations to the Coast Guard for pay and allowances for military members of the Coast Guard who perform active service or inactive-duty training; pay and benefits for certain civilian employees and contract employees; the payment of a death gratuity; payments for travel related to funerals, the dignified transfer of remains, and unit memorial services; and the temporary continuation of the basic allowance for housing for dependents of members of the Coast Guard dying on active duty. The bill generally provides the appropriations to the Coast Guard until the earlier of the enactment of specified Coast Guard appropriations legislation, the termination of the availability of appropriations for DOD, or two weeks after the beginning of the Coast Guard-specific funding lapse.

LEASH DOGE Act

Maddy summaryHR 1544, the LEASH DOGE Act, requires the Department of Government Efficiency (DOGE) to report detailed information about its employees and operations to Congress. Specifically, it mandates a report listing all DOGE employees with their roles, background check results, security clearances, and conflict of interest disclosures; appearances before congressional committees; and a public website updated weekly with employee data, funding reductions, and contact information for public inquiries. The bill sets a March 31, 2025, deadline for compliance, with penalties including restrictions on using federal funds for DOGE activities or new DOGE Agency Teams until requirements are met. It directly affects DOGE leadership, its employees, and congressional oversight committees. The law focuses on transparency about DOGE’s staffing and budget decisions, not policy outcomes.

To repeal the authorizations for use of military force against Iraq.

Maddy summaryHR 1488 repeals two laws that authorized U.S. military force against Iraq: the 1991 Gulf War authorization and the 2002 Iraq War authorization. This bill removes the legal basis for military operations under these specific resolutions, directly affecting how future U.S. military actions in Iraq could be justified. The key provision is the direct repeal of both resolutions from federal law, eliminating their continued legal effect. As a result, any new military action in Iraq would require fresh congressional authorization rather than relying on these repealed laws.

Air Traffic Noise and Pollution Expert Consensus Act of 2025

Maddy summaryHR 1484 requires the Federal Aviation Administration (FAA) to commission the National Academies of Sciences to convene experts and issue a report on the health impacts of air traffic noise and pollution within 30 days of the bill's enactment. The report will summarize current scientific knowledge on these health effects and must be submitted to the FAA, Health and Human Services, the Environmental Protection Agency, and specific congressional committees. This bill creates a new study requirement but does not change existing regulations or funding; it solely mandates the collection of expert consensus on the health impacts of aviation noise and emissions.

Ocean Pollution Reduction Act II

Maddy summaryHR 1390, the Ocean Pollution Reduction Act II, sets new pollution limits for the City of San Diego's Point Loma Wastewater Treatment Plant. It requires the plant to maintain a deep ocean outfall (300 feet deep, 4 miles from shore) and limits annual total suspended solids discharges to 12,000 metric tons starting in 2024, decreasing to 9,942 tons by 2031. The bill mandates strict removal standards (80% monthly for suspended solids) and requires 10 years of ocean monitoring data before permits are issued, plus a target of 83 million gallons per day of reusable water by 2039. These provisions directly affect the Point Loma Plant's wastewater discharge into marine waters.

Ending DOGE Conflicts Act

Maddy summaryHR 1321, the "Ending DOGE Conflicts Act," requires special government employees (like officials overseeing federal contracts) who own, control, or lead companies doing business with the government to file financial disclosure reports with the Office of Government Ethics. These employees must now comply with the same financial disclosure rules as other government officials under Title 5 of the U.S. Code. Until their initial report is certified as compliant by the Office of Government Ethics, these employees are prohibited from performing any official duties related to federal contracting. The bill directly affects high-level government officials with direct financial ties to federal contractors.

Office of Gun Violence Prevention Act of 2025

Maddy summaryThe Office of Gun Violence Prevention Act of 2025 would create a new office within the Department of Justice to coordinate federal efforts on reducing gun violence. The office, led by a Director appointed by the Attorney General, would integrate existing DOJ programs, evaluate data gaps, and develop evidence-based recommendations for Congress and the President. It would also establish an advisory council including survivors of gun violence, public health officials, and community representatives to guide its work. The office would produce annual reports detailing gun violence trends and policy proposals, while collaborating with agencies like Health and Human Services and the FBI.

All Access Act of 2025

Maddy summaryHR 1251, the All Access Act of 2025, requires Members of Congress (House members and Senators) to present official identification to enter federal public buildings during regular business hours. For access outside these hours, Members must notify the building head at least 12 hours in advance. The bill establishes clear, procedural access rules for congressional members but does not create new policies or affect the public. It is a straightforward procedural measure governing Member access to federal facilities.

Protect U.S. National Security Act

Maddy summaryHR 1196 prohibits using federal funds to eliminate the U.S. Agency for International Development (USAID) as an independent agency, as defined by law. It requires the Secretary of State to certify annual compliance with this restriction to the House Foreign Affairs and Senate Foreign Relations committees. The bill directly affects USAID's operational status and U.S. foreign aid programs by preventing congressional or executive actions that would dismantle or merge the agency, maintaining its role in U.S. international development efforts.

Taxpayer Data Protection Act

Maddy summaryThis bill restricts access to Treasury payment systems (including the Bureau of the Fiscal Service) to only Treasury employees with a "fully successful" performance rating and at least one year of civil service, or contractors/outsiders with security clearances, required privacy/cybersecurity training, ethics agreements, and no conflicts of interest. It treats non-government users accessing these systems as government employees for ethics rules and defines specific actions (like stopping payments) as "personal and substantial participation" in government matters. The Treasury Inspector General must investigate any unauthorized access within 30 days and report to Congress, detailing the breach, security risks, and any halted payments. The bill directly affects Treasury staff, contractors, and any external entities accessing federal payment systems.
