Israel Relations Normalization Act of 2021

Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.

Veteran Families Health Services Act of 2021

Veteran Families Health Services Act of 2021 This bill addresses fertility treatments, counseling, and other health-related programs for veterans and members of the Armed Forces. Specifically, the bill requires the Department of Defense (DOD) and the Department of Veterans Affairs (VA) to provide fertility treatments and counseling to covered veterans and active duty service members or a spouse, partner, or gestational surrogate of such veteran or service member. A covered veteran or service member is a former or current member of the Armed Forces who has an infertility condition, unless it is demonstrable that the individual was completely infertile prior to serving in the Armed Forces. In the case of in vitro fertilization treatment, DOD and the VA may not furnish more than three completed cycles or six attempted cycles, whichever occurs first. DOD must establish procedures related to gamete retrieval and storage. Additionally, DOD must provide service members with the opportunity to cryopreserve and store their gametes prior to deployment to a combat zone or a hazardous duty assignment. DOD and the VA must share best practices and facilitate referrals for the furnishing of fertility treatment and counseling to eligible individuals. Fertility counseling and treatment are included within authorized VA medical services. The VA may pay the adoption expenses (for up to three adoptions) for a covered member who is enrolled in the VA health care system. The VA must facilitate specified reproduction and infertility research conducted collaboratively by DOD and the Department of Health and Human Services.

Debt Ceiling Reform Act This bill authorizes the Secretary of the Treasury to increase the public debt limit. Under current law, the debt limit restricts the amount of funds that the Department of the Treasury may borrow to fund the federal government.

EQUAL Act of 2021

Eliminating a Quantifiably Unjust Application of the Law Act of 2021 or the EQUAL Act of 2021 This bill eliminates the federal sentencing disparity between drug offenses involving crack cocaine and powder cocaine. Currently, different threshold quantities of crack cocaine and powder cocaine (e.g., 28 grams of crack cocaine and 500 grams of powder cocaine) trigger the same statutory criminal penalties. This bill eliminates the lower quantity thresholds for crack cocaine offenses. Under the bill, the same threshold quantities of crack cocaine and powder cocaine trigger the same statutory criminal penalties. The change applies to future cases and cases pending on the date of enactment. With respect to past cases, the bill authorizes a sentencing court to impose a reduced sentence on a defendant who was convicted or sentenced for a specified crack cocaine offense before this bill's enactment. A defendant does not have to be present at the sentence reduction hearing. Finally, the bill prohibits the reduction of a sentence that was previously reduced.

Libya Stabilization Act

Libya Stabilization Act This bill provides for sanctions and aid related to the conflict in Libya. The bill provides statutory authority for an April 19, 2016, executive order imposing property- and visa-blocking sanctions on persons contributing to the violence in Libya. The President must impose property- and visa-blocking sanctions on any foreign person that (1) knowingly supports or engages in a significant transaction with a foreign person knowingly operating in Libya on behalf of Russia in a military capacity, (2) engages in significant actions threatening peace or stability in Libya, (3) misappropriates Libyan state assets or natural resources, or (4) is knowingly responsible for or complicit in serious human rights abuses in Libya. These sanctions shall expire on December 31, 2026. Further, the President is authorized to expand educational and cultural exchange programs with Libya. The bill urges the U.S. Agency for International Development to provide humanitarian assistance to individuals and communities in Libya, including health assistance, food, shelter, and support for an effective COVID-19 (i.e., coronavirus disease 2019) response. The Department of State must work to strengthen Libya's democratic governance, including by providing assistance to (1) unify Libya's financial and governing institutions, and (2) ensure free and credible future elections in Libya. The Department of the Treasury must vote and argue for international financial institutions to support an economic recovery in Libya that complements the establishment of democratic institutions and rule of law.

Title IX Take Responsibility Act of 2021

Title IX Take Responsibility Act of 2021 This bill establishes statutory standards of liability for sexual harassment and a private right of action under Title IX of the Education Amendments of 1972, which prohibits discrimination on the basis of sex in federally funded education programs or activities. Currently, Title IX does not expressly provide for a private right of action for violations, prohibit sexual harassment, or establish standards of liability with respect to such conduct. The Supreme Court has interpreted the statute to cover sexual harassment and has determined that it provides an implied private right of action; the Court has also delineated standards of liability that generally require actual knowledge on the part of educational institutions with respect to such conduct. The bill specifically sets out standards of liability for sexual harassment with respect to covered entities under Title IX. Among other provisions, the bill specifies that a covered entity is liable for sexual harassment committed by an employee against a student that is enabled by the employee's authority and results in a hostile environment, regardless of whether the entity knew or should have known about such conduct. The bill also allows any person aggrieved by the failure of a covered entity to comply with Title IX to bring a civil action for damages.

This resolution recognizes the achievements and goals of institutions of higher education that are designated as Asian American and Native American Pacific Islander-Serving Institutions on Asian American and Native American Pacific Islander-Serving Institutions Week and encourages eligible institutions to obtain the designation.

Valley-Wide Noise Relief Act of 2021

Valley-Wide Noise Relief Act of 2021 This bill permits airports to implement partial or total mandatory nighttime curfews if they had a voluntary curfew in place before the passage of the Airport Noise and Capacity Act of 1990 and meet other requirements. (That act imposes stringent requirements on airports seeking to implement night curfews and other types of noise rules or restrictions.)

Tyler Clementi Higher Education Anti-Harassment Act of 2021

Tyler Clementi Higher Education Anti-Harassment Act of 2021 This bill addresses harassment at institutions of higher education (IHEs). Specifically, the bill requires each IHE to include in its annual security report a statement of policy regarding harassment on the basis of a student's actual or perceived race, color, national origin, sex (including sexual orientation, gender identity, pregnancy, childbirth, a medical condition related to pregnancy or childbirth, and a sex stereotype), disability, or religion. In addition, the Department of Education may award grants to IHEs to initiate, expand, or improve programs to (1) prevent the harassment of students; (2) provide counseling or redress services to students who have been harassed or accused of subjecting other students to harassment; or (3) educate and train students, faculty, or staff to prevent harassment or address harassment if it occurs.

Keeping Renters Safe Act of 2021

Keeping Renters Safe Act of 2021 This bill expressly authorizes the Department of Health and Human Services (HHS) to place a moratorium on residential evictions to prevent the spread of communicable diseases. The bill also requires HHS to implement a moratorium nationwide to reduce the spread of COVID-19. This moratorium must remain in effect for at least 60 days following the termination of the COVID-19 public health emergency. Current law authorizes HHS to take measures to prevent the spread of communicable diseases. As part of the COVID-19 response, HHS delegated this authority to the Centers for Disease Control and Prevention (CDC), which then issued (and extended) several orders banning residential evictions. Whether these orders exceed the CDC's statutory and constitutional authority has been the subject of multiple legal challenges; the Supreme Court blocked enforcement of the most recent order on August 26, 2021.
