Maddy summaryHR 5021, the American Decade of Sports Act, requires the U.S. Department of State to create a formal 5-year strategy (updated every 5 years) for using major international sporting events hosted in the U.S. between 2024 and 2034 - including the 2026 World Cup and 2028 Olympics - to strengthen diplomatic ties and promote U.S. soft power. It mandates renaming the State Department’s sports diplomacy division as the Office of Sports Diplomacy, adding at least 3 dedicated staff members, and coordinating with host cities, sports leagues, and visa agencies to streamline international visitor access. The strategy must detail diplomatic goals, partnerships with local communities and the sports industry, and plans for cultural exchange, while requiring annual progress reports to Congress until 2034. This bill directly affects the State Department, host cities, international athletes, and diplomatic engagement efforts.

Maddy summaryThis bill would remove restrictions on U.S. military exports to the Republic of Cyprus, allowing the Cypriot government to purchase U.S. defense equipment and services. It directly affects Cyprus by enabling access to U.S. defense articles and services, which were previously subject to a policy of denial. The key mechanism eliminates the denial policy for such exports, with exceptions if credible human rights concerns exist, and requires annual congressional certifications to maintain the policy beyond a 5-year period (based on Cyprus's cooperation with U.S. anti-money laundering efforts and denying Russian military vessels port access). The bill does not create new programs but changes existing export restrictions.
Maddy summaryHR 1848, the Houthi Human Rights Accountability Act, requires the U.S. State Department and USAID to submit three reports within 180 days of enactment: one on Houthi indoctrination efforts in Yemen, one on obstacles to humanitarian aid in Houthi-controlled areas, and one on human rights abuses committed by the Houthis (including child soldier recruitment and enforced disappearances). The bill mandates annual sanctions determinations under existing laws against Houthi members who restrict aid or commit human rights violations. It directly targets the Houthi group (Ansarallah) in Yemen, focusing on accountability for their actions. The legislation expires five years after enactment.
Give Kids a Chance Act of 2025 This bill expands the Food and Drug Administration’s (FDA’s) authority with respect to research on rare pediatric diseases, including by permitting the FDA to take enforcement action against drug sponsors that fail to satisfy pediatric study requirements and by reauthorizing programs that support pediatric research. Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations to permit research on new drugs in combination with active ingredients that have already been approved, provided certain conditions are met; permits the FDA to take enforcement action against drug sponsors that fail to comply with pediatric study requirements, if such sponsors demonstrated a lack of due diligence in satisfying the requirement; renews the FDA’s authority to award priority review vouchers to sponsors of new products intended to treat rare pediatric diseases through September 30, 2029; and reauthorizes through FY2027 certain funding for the National Institutes of Health to support priority pediatric research. The bill also provides statutory authority for the FDA’s interpretation of the orphan drug exclusivity period. The bill specifies, consistent with FDA regulations, that the seven-year market exclusivity period for drugs for rare diseases or conditions (i.e., orphan drugs) prohibits the approval of the same drug for the same approved use or indication with respect to the disease or condition. (In Catalyst Pharmaceuticals, Inc. v. Becerra , a court rejected the FDA’s interpretation and held that orphan drug exclusivity extends to all uses or indications for the disease or condition.)
Maddy summaryThe FRESHER Act of 2025 requires the Secretary of the Interior to study stormwater runoff impacts from oil, gas, and mining operations on groundwater and aquifers. It mandates a specific analysis of measurable contamination, groundwater resources, and aquifer susceptibility to contamination in affected areas. The study must be completed within one year of the bill's enactment, with results reported to Congress. This bill directly affects oil, gas, and mining operations by establishing new federal study requirements for their stormwater runoff.
Maddy summaryThis bill directs the U.S. Secretary of State to develop a strategy advocating for Taiwan's membership or observer status in Interpol and to formally request it on Taiwan's behalf. It requires the U.S. to work with Interpol member states to support Taiwan's participation, addressing Taiwan's current lack of access to Interpol's global communications system (I-24/7) for crime-fighting coordination. The bill mandates a 90-day report to Congress detailing this strategy and the U.S. efforts to secure Taiwan's inclusion in Interpol and other international organizations.
Maddy summaryHRES 899 is a symbolic House resolution recognizing the Transgender Day of Remembrance and memorializing transgender people killed by violence in 2024-2025. It directly affects transgender individuals, particularly transgender women of color, by acknowledging the epidemic of violence against them - citing 27 U.S. victims (including names like Rick Alastor Newman and Kyla Jane Walker) and 241 global cases in 2025. The resolution’s key provisions include formally recognizing the violence epidemic, memorializing specific lives lost, and affirming the need for solutions to protect transgender people. It does not create new laws but expresses congressional support for addressing systemic violence and discrimination faced by transgender communities.
Maddy summaryHR 6181, the John Lewis Every Child Deserves a Family Act, prohibits child welfare agencies receiving federal funds from discriminating against children, youth, or prospective foster/adoptive parents based on religion, sex (including sexual orientation and gender identity), or marital status. It directly affects LGBTQ youth in foster care - overrepresented at 30% of the system - who face higher risks of trauma, group home placements, and suicide attempts compared to non-LGBTQ peers. Key provisions require agencies to collect data on sexual orientation and gender identity, establish a National Resource Center for LGBTQ youth support, provide cultural competency training, and eliminate discriminatory practices. The law aims to improve safety, permanency, and placement stability by expanding access to family-based care and ensuring equitable services for all children in the system.
Maddy summaryThis bill establishes fairer pay and retirement benefits for federal firefighters. It requires that overtime hours worked during a firefighter's regular schedule be included in retirement calculations, improving retirement payouts. The bill also sets a maximum 60-hour regular workweek for federal firefighters, to be defined by the Office of Personnel Management within one year. These changes directly affect federal firefighters by addressing pay disparities with municipal firefighters and enhancing recruitment and retention.
