Runaway and Homeless Youth and Trafficking Prevention Act of 2025

Maddy summaryThe Runaway and Homeless Youth and Trafficking Prevention Act of 2025 amends federal law to provide funding for programs serving runaway, homeless, and at-risk youth, primarily aged 15-22 with some services extending to youth up to age 26. It establishes basic center grants for temporary shelter (up to 30 days) and transitional living programs that provide housing, counseling, and services tailored to youth's age, gender, and developmental needs. The bill requires programs to collect data on vulnerable populations including LGBTQ youth, youth of color, and those in the child welfare system, and mandates trauma-informed services for youth victims of trafficking. It authorizes $200 million annually for these programs, with specific funding allocations to support prevention services, street outreach, and coordination with education and child welfare systems.

The bill focuses on ensuring consistent staffing levels to support program delivery, with specific rules for emergency periods lasting up to 180 days.

To amend the Endangered Species Act of 1973 to expand the exemption process under section 7 of that Act with respect to national security and significant adverse national or regional economic impacts.

Maddy summaryHR 3845 amends the Endangered Species Act to expand when federal agencies or project applicants can seek exemptions from species protection requirements. It allows exemptions if a project might harm endangered species but would either impair national security or cause significant adverse national/regional economic impacts. The bill adds new criteria requiring consultation with the National Security Council and National Economic Council before finalizing such exemptions. This change directly affects federal agencies, state governors, and project applicants seeking to bypass ESA protections for certain projects.

Protecting Community Television Act

Maddy summaryThis bill modifies the legal definition of "franchise fee" in the Communications Act of 1934. It changes Section 622(g)(1) to clarify that the term "means" other monetary assessments, not just specific types of fees. This adjustment directly affects cable and broadband providers who pay franchise fees to local governments for operating in communities. The change is purely definitional and does not alter existing fee structures or create new protections for community television.

Farmers Feeding America Act of 2025

Farmers Feeding America Act of 2025 This bill reauthorizes The Emergency Food Assistance Program (TEFAP), increases funding for the program, and provides additional delivery options for geographically isolated states (i.e., Hawaii, Alaska, Puerto Rico, the Northern Mariana Islands, the U.S. Virgin Islands, and Guam). TEFAP is a federal program that helps supplement the diets of people with low income by providing them with emergency food assistance at no cost. Through TEFAP, the Department of Agriculture (USDA) purchases a variety of commodities and makes those food products (e.g., canned, frozen, dried, and fresh fruits and vegetables, eggs, meat, dairy, and whole-grain and enriched grain products) available to state distributing agencies. The bill increases funding for purchasing commodities under the program. Further, the bill directs USDA to coordinate with geographically isolated states to (1) establish alternative delivery options for allocated commodities, and (2) allow for the states to order commodities through the USDA Department of Defense Fresh Fruit and Vegetable Program.  USDA may also provide geographically isolated states the ability to directly purchase domestically grown food in lieu of receiving a portion of the commodities. Under this option, USDA may distribute as cash to the state up to 20% of the cash value of the commodities that are allocated to the state under TEFAP.  Further, USDA may consider additional factors beyond lowest price in determining winning bids for contracts for fresh produce packages (including product variety and transportation distance).

Maddy summaryHRES 470 is a non-binding House resolution commemorating the events of June 4, 1989, in Beijing and condemning the Chinese government's ongoing human rights practices. It expresses support for victims' families, calls for an independent UN investigation into the 1989 events, and urges China to cease censorship, uphold Hong Kong's autonomy under the Joint Declaration, and allow peaceful remembrance of the anniversary. The resolution has no legal force but serves as a symbolic expression of congressional concern regarding human rights in China and Hong Kong.

VALID Act of 2025

Maddy summaryHR 3694, the VALID Act of 2025, requires lenders to include specific information about VA loans in mortgage disclosures. It amends the National Housing Act to mandate that disclosures state the loan-to-value ratio and clarify that VA loans are available under Chapter 37 of Title 38 (veterans' benefits law), assuming prevailing interest rates. The bill also requires the Federal Housing Finance Agency to add a military service question to the Uniform Residential Loan Application form, placing it above the signature line within six months of enactment. This directly affects veterans and active-duty service members applying for VA-guaranteed mortgages, as well as the lenders processing those applications.

Locally Led Restoration Act of 2025

Maddy summaryThis bill amends wildfire fuel removal rules under the Healthy Forests Restoration Act to allow private entities, local groups, and other organizations to directly propose projects for federal land management agencies (Forest Service and Bureau of Land Management). It requires that at least 10% of vegetation removed in these projects must be "salvage" (dead/dying trees from wildfires or pests), mandates a 120-day response time for proposals, and requires environmental reviews before contracts are finalized. The bill also adjusts the timber sale threshold for inflation, raising the minimum from $10,000 to $55,000 annually based on the Consumer Price Index. These changes aim to streamline locally proposed wildfire hazard reduction projects while maintaining federal oversight and environmental safeguards.
