Amends the Toll Highway Act. Requires the Governor to appoint an Inspector General to detect, deter, and prevent fraud, mismanagement, and corruption within the Toll Highway Authority. Provides for the Inspector General's qualifications and term. Establishes the Inspector General's powers and duties.

Amends the Illinois Finance Authority Act and the State Finance Act. Provides that the Illinois Finance Authority must establish a financially distressed provider revolving loan program. Provides that the Authority may issue bonds in an aggregate principal amount not to exceed $300,000,000 for the purpose of providing short-term, no-interest loans to qualified health care and human services providers. Provides that certain amounts shall be transferred from cigarette tax receipts into the Financially Distressed Provider Debt Service Fund, and amends the State Finance Act to create the Financially Distressed Provider Debt Service Fund. Amends the Cigarette Tax Act to make conforming changes. Amends the State Comptroller Act to provide that delinquent loan amounts may be offset from warrants. Effective immediately.
Creates the Illinois Finance Authority Investment Transparency Act. Contains only a short title provision.
Amends the Illinois Procurement Code. Makes a technical change in a Section concerning State policy.
Amends the Clerks of Courts Act. Makes a technical change in a Section concerning the office hours of the clerks of courts.
Makes appropriations to the Office of the State Appellate Defender for its ordinary and contingent expenses and other specified purposes. Effective July 1, 2009.
Appropriates $10,000,000 from the General Revenue Fund to the Board of Higher Education for the Matching Grant Program. Effective July 1, 2009.
Amends the Attorney General Act and the Illinois Act on the Aging. Transfers provisions concerning the Office of State Long Term Care Ombudsman from the Department on Aging to the Office of the Attorney General. Provides for the transfer of employees, records, unexpended funds, and other matters. Amends various other Acts to make conforming changes.
Amends the Cigarette Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Public Aid Code. Provides for medical assistance eligibility for persons who are: (i) age 50 through 64, or age 19 through 50 and meet certain requirements in connection with the Supplemental Security Income (SSI) program; (ii) have no medical insurance coverage; and (iii) have countable income equal to or less than 100% of the federal poverty income guidelines. Provides that these persons may be required to choose a medical home and a primary care provider. Provides that medical assistance under these provisions shall be identical to the benefits provided under the State's approved Medicaid plan, except that long-term care services shall not be covered. Requires the Department of Healthcare and Family Services to seek to maximize federal financial assistance. Effective January 1, 2010.
