Amends the Illinois Procurement Code. Prohibits a State employee and the employee's spouse and minor children from having or acquiring a State contract or a direct pecuniary interest in a State contract (now, the State employee's annual compensation must exceed 60% of the Governor's compensation). Effective immediately.

Amends the Department of Central Management Services Law. Authorizes the Department to direct, review, and make final decisions for the executive branch of State government concerning the acquisition and use of information technology equipment and resources. Redefines "electronic data processing equipment" as "information technology equipment and resources". Effective January 1, 2011.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Establishes the Asthma Mobile Pilot Program, and provides that, subject to appropriations, the Department of Public Health shall issue a grant for the program. Provides that the 5-year pilot program shall include: initial respiratory health screenings; diagnosis and followup medical care from pediatricians specializing in asthma management; bilingual, individualized family education sessions; in-home asthma trigger assessments; Covering All Kids Insurance Program application assistance; and extensive primary care physician outreach and education. Requires the grant recipient to collect certain data. Requires the Department to submit an annual report to the General Assembly. Effective July 1, 2010.
Amends the Illinois Governmental Ethics Act. Requires that a special government agent file a statement of economic interests within 60 days after assuming responsibilities as a special government agent (now, within 30 days after making the first ex parte communication). Effective immediately.
Resolves that the House of Representatives and the Senate direct the use of increased FMAP (Federal Medical Assistance Percentage) to support current efforts to serve the needs of beneficiaries and maintain or enhance those efforts as appropriate.
Amends the Property Tax Code. Provides that, if the property owner gave notice of an omitted assessment, then (i) the property may not be assessed as omitted property for more than 5 years prior to the current assessment year and (ii) a charge for tax and interest for previous years shall not be made against the property for more than 5 years prior to the current assessment year. Requires the assessor to give notice of the assessment of omitted properties by registered or certified mail, return receipt requested. Provides that the notice must include the time period for requesting review of the assessment. Effective January 1, 2011.
Amends the Metropolitan Water Reclamation District Act. Removes a limitation providing that sanitary districts may issue certain bonds only until December 31, 2016.
Amends the Comprehensive Health Insurance Plan Act. Deletes language that provides that the State may subsidize the cost of health insurance coverage offered by the Comprehensive Health Insurance Plan. Makes changes to the definition of "dependent". In the provisions concerning powers and authority of the board and eligibility, changes references of "appropriated funds" to "assessments". Deletes language that provides that any deficit incurred or expected to be incurred on behalf of eligible persons who qualify for plan coverage shall be recouped by an appropriation made by the General Assembly. Makes technical changes to update Section numbering. Makes other changes. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section concerning definitions.
Creates the Community Behavioral Health Center Infrastructure Act. Provides that the Capital Development Board in consultation with the Department of Human Services shall establish the Community Behavioral Health Center Infrastructure Grant Program and may make grants to eligible community providers subject to appropriations. Provides that the grants shall be for the purpose of constructing or renovating new sites, renovating existing sites, and purchasing equipment to provide community behavioral healthcare. Effective immediately.
