Amends the Good Samaritan Energy Plan Act. Makes a technical change in a Section concerning the solicitation of contributions to the Good Samaritan Energy Trust Fund.
Amends the Illinois Public Aid Code. Replaces provisions concerning medical assistance payments for ambulance services. Provides for payment for ground ambulance services under the medical assistance program. Provides that for ground ambulance services provided to a medical assistance recipient on or after July 1, 2009, the Department of Healthcare and Family Services shall provide payment to ground ambulance services providers for base charges and mileage charges based upon the lesser of the provider's charge, as reflected on the provider's claim form, or the Illinois Medicaid Ambulance Fee Schedule rates. Provides for establishment of the Illinois Medicaid Ambulance Fee Schedule, and provides for a 2-year phase-in of that Schedule. Provides that effective for dates of service on or after July 1, 2010, and on each July 1 thereafter, the Department shall update the Illinois Medicaid Ambulance Fee Schedule rates to be in compliance with the Medicare Ambulance Fee Schedule rates for ground ambulance services in effect at the time of the update. Makes other changes in connection with medical assistance payments for ground ambulance services. Effective immediately.
Appropriates the following sums from the General Revenue Fund to the Department of Human Services: (1) for addiction prevention and related services, $12,718,600; (2) for costs associated with community based addiction treatment for Medicaid eligible and KidCare clients, including prior year costs, $70,334,900; and (3) for costs associated with community based addiction treatment services, $135,999,700. Effective July 1, 2009.
Directs the Auditor General to conduct a management audit of the administration of John H. Stroger, Jr. Hospital of Cook County.
Amends the Cigarette Tax Act and the Cigarette Use Tax Act. Provides that an additional tax of 50 mills per cigarette shall be imposed on retailers of cigarettes. Provides that, of the proceeds of the tax, 0.57% shall be deposited into the Tax Compliance and Administration Fund and 99.43% shall be deposited into the Healthcare Provider Relief Fund. Changes the definition of "cigarette" to exclude those with wrappers made of "whole tobacco leaf" (instead of "tobacco"). Amends the State Finance Act to create the Healthcare Provider Relief Fund. Provides that moneys in the Fund may be used by the Department of Healthcare and Family Services for the purpose of making reimbursements to providers who participate in certain medical assistance programs. Effective immediately.
Amends the Illinois Insurance Code. Provides that no domestic insurer shall acquire any investment respecting a foreign jurisdiction, or any investment denominated in the currency of that foreign jurisdiction, if that jurisdiction is designated as a state sponsor of terrorism by the United States Secretary of State pursuant to the federal Export Administration Act, Arms Export Control Act, and Foreign Assistance Act.
Amends the Toll Highway Act. Provides that before the annual budget may be adopted and before any appropriations may be authorized, the Authority must submit the proposed budget and appropriations to the General Assembly and receive the approval of the General Assembly by its adoption of the same joint resolution. Effective immediately.
Provides that the State shall give a minimum of 21 days (3 weeks) notice of any change to a State contract or a change between a FY10 contract and a FY11 contract.
Amends the State Universities and Downstate Teacher Articles of the Illinois Pension Code. Allows the board of trustees to transfer to the Illinois State Board of Investment, for management and administration, all investments owned by the system by resolution duly adopted by a record vote of three-fifths of its membership (rather than by a majority vote of its membership). Effective immediately.
