Amends the State Officials and Employees Ethics Act. Removes the Illinois Gaming Board from the list of agencies to which the ex parte communications provisions apply (adds ex parte communication provisions for the Illinois Gaming Board in the Riverboat Gambling Act). Provides for an Executive Inspector General for gaming activities appointed by the Governor who has jurisdiction over the Illinois Gaming Board and officers and employees of the Illinois Gaming Board. Amends the Riverboat Gambling Act. Separates the Illinois Gaming Board from the Department of Revenue and makes conforming changes in various Acts. Ends the terms of the current members of the Illinois Gaming Board and provides that the Governor shall nominate new members from nominations presented by the Nomination Panel, which is created by this amendatory Act. Makes various other changes in provisions concerning the Illinois Gaming Board and its duties. Adds ethics provisions applicable to the Board members, members of the Nomination Panel, and employees. Makes other changes. Effective immediately.

Proposes to amend the Illinois Constitution to repeal provisions concerning the office of Associate Judge. Provides that Associate Judges in office on the effective date of this amendment assume the office of Circuit Judge on that date. Deletes provisions for election of Appellate and Circuit Judges and provides for their appointment by the Supreme Court. Provides for Judicial Nominating Commissions to nominate persons for appointment as Appellate and Circuit Judges. Makes other changes. Effective upon being declared adopted.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Establishes the Asthma Mobile Pilot Program, and provides that, subject to appropriations, the Department of Public Health shall issue a grant for the program. Provides that the 5-year pilot program shall include: initial respiratory health screenings; diagnosis and followup medical care from pediatricians specializing in asthma management; bilingual, individualized family education sessions; in-home asthma trigger assessments; Covering All Kids Insurance Program application assistance; and extensive primary care physician outreach and education. Requires the grant recipient to collect certain data. Requires the Department to submit an annual report to the General Assembly. Effective July 1, 2009.

Amends the Illinois Finance Authority Act. Increases the general bonding authority by $3,000,000,000. Effective immediately.
Amends the Illinois Pension Code. Creates the Illinois Public Employees' Retirement System as an investment system for the 5 State-funded retirement systems. Provides for the transfer of assets to the Illinois Public Employees' Retirement System for investment purposes from the Teachers' Retirement System of the State of Illinois, the State Universities Retirement System, and the Illinois State Board of Investments (who currently invests for the General Assembly Retirement System (GARS), the Judges Retirement System of Illinois (JRS), and the State Employees' Retirement System of Illinois (SERS). Makes other changes related to investment and the ethics of investing retirement system and pension fund assets. Amends various Acts concerning ethics and to replace references to the Illinois State Board of Investment with references to the Illinois Public Employees' Retirement System. Effective immediately.
Amends the Toll Highway Act. Provides that before the annual budget may be adopted and before any appropriations may be authorized, the Authority must submit the proposed budget and appropriations to the General Assembly and receive the approval of the General Assembly by its adoption of the same joint resolution. Effective immediately.
