Amends the Illinois Identification Card Act and the Illinois Vehicle Code. Provides that Illinois Identification Cards and Illinois Disabled Person Identification Cards (beginning January 1, 2004, instead of January 1, 2003) and Illinois driver's licenses issued to a person under the age of 21 must display the date upon which the person becomes 19 (instead of 18) years of age. Amends the Sale of Tobacco to Minors Act, the Smokeless Tobacco Limitation Act, and the Tobacco Accessories and Smoking Herbs Act. Changes the short title of the Sale of Tobacco to Minors Act to the Sale of Tobacco to Underage Persons Act, and changes the full titles of all 3 Acts. Changes references to "minors" to "persons under 19 years of age". Increases from 18 to 19 the age at which a person may lawfully buy cigarettes or other tobacco products, tobacco accessories, or smoking herbs. Effective January 1, 2004.

Creates the Revolving Door Prohibition Act. Prohibits State employees whose duties with the State were directly related to procurement or awarding contracts or grants from having a contract with their employing agency or engaging in lobbying with that agency for a period of 2 years following separation of service with the agency. Amends the Illinois Procurement Code by repealing that Act's revolving door prohibition.
Amends the Civil Administrative Code of Illinois and the Department of Human Services Act. Creates the Department of Community Disability Health Care and the Department of State Facilities for Developmental Disabilities and Mental Health. Renames the Department of Human Services as the Department of Social Services and Welfare. Transfers certain programs from the Department of Human Services to the Department of Community Disability Health Care and certain other programs to the Department of State Facilities for Developmental Disabilities and Mental Health. Effective July 1, 2005.
Amends the Illinois Income Tax Act. Reinstates the research and development credit beginning with taxable years ending on or after July 1, 2004 with changes. Provides that the credit is equal to 6.5% of the qualifying expenditures for research activities paid or incurred in this State during the taxable year. Provides that "qualifying expenditures for research activities" means those expenses defined as "qualified research expenses" under Section 41(b) of the Internal Revenue Code. Exempts the credit from the sunset requirements of the Act. Effective immediately.
Names the week of March 14-20, 2004, "Affordable Housing Week" in Illinois.
Amends the Illinois Procurement Code. In the prevailing wage provisions, redefines certain terms as in the Prevailing Wage Act. Amends the Prevailing Wage Act. Prohibits discharging, disciplining, or discriminating against a person who alleges a violation of the Act. Permits a person to apply to the Director of Labor for review of such discharge, discipline, or discrimination. Provides the procedures for the Director's investigation and disposition of review applications. Authorizes the Director to order various methods of abatement of a prohibited retaliation, including reinstatement and compensation. Requires the Director to adopt implementing rules.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, for levy years 2004 through 2014, "extension limitation" means (a) the lesser of 5% or the fourth quarter percentage increase in the Employment Cost Index (now, the percentage increase in the Consumer Price Index) during the 12-month calendar year preceding the levy year or (b) the rate increase approved by the voters. Defines "Employment Cost Index" as the Employment Cost Index for total compensation for civilian workers published by the United States Department of Labor. Effective immediately.
Amends the Personnel Code. Amends the Personnel Code. Provides that, notwithstanding any provision to the contrary, employees of the Illinois State Toll Highway Authority shall not employ any individual convicted of certain crimes. Effective immediately.
Amends the State Library Act. In furtherance of the purpose of advising libraries in the State, requires the Director of the State Library to conduct a study to determine the most effective means of preventing minors from accessing explicit sexual material on the Internet from public-access computers that are located in public libraries.
Amends the Abused and Neglected Long Term Care Facility Residents Reporting Act, the Nursing Home Care Act, and the Elder Abuse and Neglect Act. Eliminates Christian Science practitioners as mandated reporters of possible nursing home resident abuse or neglect. Provides that a mandated reporter or nursing home resident or employee who suffers damages as a result of a nursing home's retaliation for making a report of possible nursing home resident abuse or neglect may bring an action against the nursing home. Provides that a person who suffers damages as a result of an employer's discrimination against an employee who makes a report of possible elder abuse or neglect may bring an action against the employer. Effective immediately.
