Amends the Toll Highway Act. Provides that the Toll Highway Authority has the power to enter into an intergovernmental agreement or contract with a unit of local government or other public or private entity for the collection by electronic means of tolls, fees, or revenues. Requires the Governor to appoint, with the advice and consent of the Senate, an Inspector General for the Authority, setting forth his or her powers and duties. Places certain restrictions on directors of the Illinois State Toll Highway Authority and their employees and agents concerning receiving financial benefit from their positions or employment with the Authority. Makes changes concerning enforcement of tolls. Provides that the Office of the Inspector General shall be represented in all legal matters by the Attorney General. Requires General Assembly review of expenditures of excess Authority moneys. Requires the Authority to establish an amnesty program for toll violations. Establishes procedures for, and limitations on, the amnesty. Sets procedures for administrative adjudication of violations recorded by photo surveillance. Provides that toll evasion offenses adjudicated in the Authority's administration system are not subject to the fine range for petty offenses. Provides that it is a violation of the Act to operate on a toll highway a vehicle with a license plate covered with any material that obstructs the electronic image recording of the plate. Provides that a law enforcement officer may confiscate a license plate if the plate was treated with a substance to block electronic image recording. Makes other changes. Effective immediately.

Amends the General Provisions Article of the Illinois Pension Code. Requires the adoption and implementation of a responsible contractor policy under which, as a condition of the investment of the assets of a retirement system in real estate, the property owner or manager of the real estate must demonstrate that the construction and building operation contractors and subcontractors are paid fair wages and benefits. Effective immediately.
Designates the week of May 1, 2004, through May 8, 2004, as Celebration of Temple Judea Mizpah's Golden Jubilee 50th Anniversary Week in the State of Illinois.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
Creates the Health Care Justice Act. Provides that the State of Illinois shall implement a health care plan that provides access to a full range of preventive, acute, and long-term health care services. Establishes the Bipartisan Health Care Reform Commission with members appointed by the Governor and legislative leaders. Provides for public hearings and a report by the Commission. Requires a preliminary report by February 1, 2005 and a final report by February 1, 2006. Effective immediately.
Creates the Global War on Terrorism Veterans Compensation Act. Provides for compensation of $100 to be paid to veterans of the Global War on Terrorism. Provides for the payment of compensation to relatives of deceased veterans. Provides that the Illinois Veterans' Commission shall administer the payment of compensation under the Act. Requires that applications for compensation under the Act be made to the Illinois Department of Veterans' Affairs. Effective immediately.
Amends the Sex Offender Registration Act. Provides that a person at least 17 years of age at the time of the commission of the offense who is convicted of first degree murder, committed on or after January 1, 1986 (rather than committed on or after June 1, 1996) against a person under 18 years of age, shall be required to register as a sex offender for his or her natural life. Provides that if any person required to register as a sex offender desires to establish a residence or employment outside of the State of Illinois, at least 10 days before (rather than within 10 days after) establishing that residence or employment, he or she shall, in writing, inform the law enforcement agency with which he or she last registered of his or her out-of-state prospective residence or employment. Effective immediately.
Amends the Tobacco Products Manufacturers' Escrow Enforcement Act of 2003. In provisions concerning penalties imposed for violation of certain provisions, changes the reference from a reference to a requirement that the Attorney General shall update the directory as necessary in order to correct mistakes and to add or remove a tobacco product manufacturer or brand families to keep the directory in conformity with the requirements of the Act to a reference to violations concerning (i) affixing a stamp to a package or other container of cigarettes of a tobacco product manufacturer or brand family not included in the directory or (ii) selling, offering for sale, or possessing for sale in this State, or importing for personal consumption in this State, cigarettes of a tobacco product manufacturer or brand family not included in the directory. Makes other changes.
