Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "Medicaid" Article.

Amends the School Code. Provides that a school district or nonpublic school shall (rather than may) authorize the provision of an epinephrine auto-injector to a student or any personnel authorized under a student's Individual Health Care Action Plan, Illinois Food Allergy Emergency Action Plan and Treatment Authorization Form, or plan pursuant to Section 504 of the federal Rehabilitation Act of 1973 to administer an epinephrine auto-injector to the student, that meets the prescription on file. Provides that the school district or nonpublic school shall (rather than may) authorize a school nurse do the following: (i) provide an epinephrine auto-injector to a student or any personnel authorized under a student's Individual Health Care Action Plan, Illinois Food Allergy Emergency Action Plan and Treatment Authorization Form, or plan pursuant to Section 504 of the federal Rehabilitation Act of 1973 to administer an epinephrine auto-injector to the student, that meets the prescription on file; (ii) administer an epinephrine auto-injector that meets the prescription on file to any student who has an Individual Health Care Action Plan, Illinois Food Allergy Emergency Action Plan and Treatment Authorization Form, or plan pursuant to Section 504 of the federal Rehabilitation Act of 1973 that authorizes the use of an Epinephrine auto-injector; and (iii) administer an epinephrine auto-injector to any student that the school nurse in good faith professionally believes is having an anaphylactic reaction. Effective July 1, 2012.
Amends the Illinois Procurement Code. Makes a technical change in a Section concerning State policy.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning construction of the Code.
Amends the School Code. Makes changes concerning the execution of joint agreements on forms, the certification and filing of State aid claims, and the definition of "dropout".
Amends the State Officials and Employees Ethics Act. Makes a technical change in a Section concerning the short title.
Creates the State Police DNA Backlog Foundation. The Foundation's purpose is to raise funds to eliminate the backlog of processing DNA samples by the State Police. Provides for the appointment of the Foundation's board of directors.
Amends the Illinois Lottery Law and the State Finance Act. Allows the Illinois Lottery to offer Powerball games (in addition to Lotto and Mega Millions) through the Internet pilot program. Provides for the net revenue from the sale of Powerball tickets on the Internet to be deposited into the State Financial Recovery Fund, a special fund created in the State treasury, by the Department and for the moneys in the Fund to be used by the Comptroller for the sole purpose of payment of proper bills or invoices from a vendor for goods or services furnished to the State that are subject to an interest penalty under Section 3-2 of the State Prompt Payment Act.
Amends the Criminal Code of 1961. Provides that the statute of limitations for a prosecution for involuntary servitude, involuntary sexual servitude of a minor, or trafficking in persons for forced labor or services may be commenced within one year of the victim attaining the age of 18 years. Provides that in no case shall the time period for prosecution of those offenses expire sooner than 3 years after the commission of the offense. Includes in the offense of involuntary servitude using a scheme, plan, or pattern intended to cause the person to believe that, if the person did not perform that labor or services, that person or another person would suffer serious harm or physical restraint. Amends the Code of Criminal Procedure of 1963. Provides that in prosecutions for involuntary servitude, involuntary sexual servitude of a minor, and trafficking in persons, when the offense involves sexual activity, the prior sexual activity or the reputation of the alleged victim or corroborating witness is inadmissible except under certain circumstances. Amends the Sex Offender Registration Act. Includes in the definition of "sex offense" trafficking in persons, involuntary servitude, and related offenses, provided the offense involved commercial sexual activity, a sexually-explicit performance, or the production of pornography. Also includes in the definition of "sex offense", involuntary sexual servitude of a minor.
Amends the Nursing Home Care Act. In provisions authorizing a facility to respond to the assessment of a fine by transmitting to the Department of Public Health a percentage of the amount assessed instead of requesting a hearing, provides that a facility may transmit to the Department 65% of the amount assessed for each violation specified in the penalty assessment (deletes an alternative provision authorizing a facility to transmit up to 75% of the amount assessed in the case of a fine subject to offset by the amount of a federal civil monetary penalty). Effective immediately.
