SCH CD-ELIMINATE GA SCHOLRSHP

Amends the School Code. Provides that after June 1, 2012 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2012. Effective immediately.

STATE EMPL GROUP INS-ANNUITANT

Amends the Comprehensive Health Insurance Plan Act. Makes changes in the provisions concerning findings and definitions. Provides that assessments (instead of appropriated funds) and other revenues collected or received by the Comprehensive Health Insurance Board shall be included in the Comprehensive Health Insurance Plan Fund. Deletes a provision concerning eligibility. Makes changes to the provision concerning deficit or surplus. Effective immediately.

SALES TAX-LOCAL SOURCING

Amends the State Finance Act, the Illinois Municipal Code, the Counties Code, the Flood Prevention District Act, the Metropolitan Pier and Exposition Authority Act, the Local Mass Transit District Act, the Regional Transportation Authority Act, the Civic Center Code, the Metro-East Park and Recreation District Act, and the Water Commission Act of 1985. Provides that, with respect to retailers' and service occupation taxes imposed by the State and units of local government, sales are attributed to the unit of local government where the purchase order is accepted, subject to certain exceptions. Provides that, if the acceptance location is outside of the State, but the tangible personal property being sold is (i) in the inventory of the seller at a location within the State at the time of sale or (ii) subsequently produced by the seller at a location in the State, then the sale is attributed to the municipality or unincorporated area where the inventory is located or the property is produced. Contains provisions concerning keep-full contracts and long-term blanket or master contracts. Effective immediately.

SCH CD-BULLYING POLICY

Amends the School Code in provisions concerning bullying prevention. Makes changes concerning the legislative findings. Provides that, on or before January 1, 2013, the State Board of Education shall develop a template for a model bullying prevention policy and sets forth requirements concerning the template. Sets forth and changes requirements, beginning with the 2013-2014 school year, for each school district and non-public, non-sectarian elementary or secondary school, as well as the State Board, concerning policies on bullying. Sets forth provisions concerning the collection, maintenance, and submission of data regarding allegations and incidences of bullying and rules. Effective immediately.

CRIME VICTIMS RIGHTS

Proposes to amend the Bill of Rights Article of the Illinois Constitution concerning crime victim's rights. Provides that in addition to other rights provided in the Constitutional provision, a crime victim has the right to: (1) be free from harassment, intimidation, and abuse; (2) refuse to disclose information that is privileged or confidential by law; (3) timely notification of post-trial proceedings; (4) be heard in person or in any other reasonable manner the victim chooses at any proceeding involving a post-arraignment release decision, plea, sentencing, post-conviction or post-adjudication release decision, or any proceeding in which a right of the victim is at issue; (5) receive a report prepared for sentencing, reduction in sentence, parole, early release, or clemency, when available to the accused; and (6) have the safety of the victim and the victim's family considered in denying or fixing the amount of bail, determining whether to release the defendant, and setting conditions of release after arrest and conviction. Provides that nothing in this Constitutional provision creates any cause of action for compensation or damages against the State, any political subdivision of the State, any officer, employee, or agent of the State or of any of its political subdivisions, or any officer or employee of the court. Effective upon being declared adopted.
