Amends the Metropolitan Water Reclamation District Act. Provides that, on and after the effective date of the amendatory Act, the corporate authorities of a sanitary district must procure goods and professional services in a manner substantially in accordance with the requirements of the Illinois Procurement Code to the extent applicable.

Amends the School Code. Requires the State Board of Education to conduct a study on the feasibility and cost saving benefits of consolidating specific school districts in the same geographic area. Provides that the study shall include specific recommendations on which districts should be consolidated. Requires the State Board to compile the results of the study and list the districts recommended for consolidation in a report to be submitted to the General Assembly and the Governor on or before January 1, 2014 and conduct public hearings in each district the report recommends be consolidated within 90 days after the submission of the report to the General Assembly. Requires the General Assembly to vote on accepting or rejecting the report's recommended district consolidations within 90 calendar days after each house of the General Assembly next convenes after the last public hearing has been conducted by adoption of a resolution by a record vote of the majority of members elected in each house. Provides that if the General Assembly fails to vote on accepting or rejecting the report's recommended district consolidations within such 90-day period, then the report's recommended district consolidations shall be deemed required consolidations by law. Provides that any resolution adopted by the General Assembly accepting any of the report's recommended district consolidations shall be binding on the affected district.
Amends the Illinois Insurance Code. Provides that no domestic insurer shall acquire any investment respecting a foreign jurisdiction, or any investment denominated in the currency of that foreign jurisdiction, if that jurisdiction is designated as a state sponsor of terrorism by the United States Secretary of State pursuant to the federal Export Administration Act, Arms Export Control Act, and Foreign Assistance Act.
Amends the Illinois Administrative Procedure Act. Makes a technical change in a Section concerning the short title.
Amends the Election Code. Makes a technical change in a Section concerning expenses of conducting a primary election.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "Medicaid" Article.
Amends the Attorney General Act and the Illinois Act on the Aging. Transfers provisions concerning the Office of State Long Term Care Ombudsman from the Department on Aging to the Office of the Attorney General. Provides for the transfer of employees, records, unexpended funds, and other matters. Amends various other Acts to make conforming changes.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "Medicaid" Article.
Amends the Hospital Licensing Act. Makes a technical change in a Section concerning the short title.
Amends the Tanning Facility Permit Act. Provides that a tanning facility may not permit any person less than 18 years of age to use the facility, regardless of whether such a person has the permission of a parent or guardian to use the facility.
