SUPPORTS US EPA-CLEAN AIR ACT

Supports the United States Environmental Protection Agency in its efforts to protect the health of Illinoisans and fulfill the charge of the Clean Air Act to clean up dangerous air pollution, including mercury, lead, soot, smog, and carbon pollution.

PROCUREMENT-PURCHASING OFFICER

Amends the Illinois Procurement Code. Provides that, within 24 months (now, 18 months) after appointment, a State purchasing officer must be a Certified Professional Public Buyer or a Certified Public Purchasing Officer. Effective immediately.

MASS TRANSIT-PROCUREMENT

Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Provides that, on and after the effective date of the amendatory Act, the Regional Transportation Authority, Chicago Transit Authority, Commuter Rail Division, and Suburban Bus Division must procure goods and professional services in a manner substantially in accordance with the requirements of the Illinois Procurement Code to the extent applicable.

SCH CD-DISTRICT CONSOLIDATION

Amends the School Code. Requires the State Board of Education to conduct a study on the feasibility and cost saving benefits of consolidating specific school districts in the same geographic area. Provides that the study shall include specific recommendations on which districts should be consolidated. Requires the State Board to compile the results of the study and list the districts recommended for consolidation in a report to be submitted to the General Assembly and the Governor on or before January 1, 2013 and conduct public hearings in each district the report recommends be consolidated within 90 days after the submission of the report to the General Assembly. Requires the General Assembly to vote on accepting or rejecting the report's recommended district consolidations within 90 calendar days after each house of the General Assembly next convenes after the last public hearing has been conducted by adoption of a resolution by a record vote of the majority of members elected in each house. Provides that if the General Assembly fails to vote on accepting or rejecting the report's recommended district consolidations within such 90-day period, then the report's recommended district consolidations shall be deemed required consolidations by law. Provides that any resolution adopted by the General Assembly accepting any of the report's recommended district consolidations shall be binding on the affected district.

DPH-MOBILE ASTHMA PILOT PROGRM

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Establishes the Asthma Mobile Pilot Program, and provides that, subject to appropriations, the Department of Public Health shall issue a grant for the program. Provides that the 5-year pilot program shall include: initial respiratory health screenings; diagnosis and followup medical care from pediatricians specializing in asthma management; bilingual, individualized family education sessions; in-home asthma trigger assessments; Covering All Kids Insurance Program application assistance; and extensive primary care physician outreach and education. Requires the grant recipient to collect certain data. Requires the Department to submit an annual report to the General Assembly. Effective July 1, 2011.

PROCUREMENT CONTRACT WAIVER

Amends the Illinois Procurement Code. With respect to the waiving of the prohibition against certain State officials and employees having State contracts, (i) requires that a granted waiver must be filed with the Secretary of State and Comptroller within 60 days after issuance or when contract performance begins, whichever is earlier, (ii) requires that the filing must occur before the contract is executed, and (iii) requires that the waiver must be published in the electronic Illinois Procurement Bulletin before the contract is executed. Effective immediately.

PUB AID-HOSPITAL ASSESSMENTS

Amends the Hospital Provider Funding Article of the Illinois Public Aid Code. Extends the imposition of annual assessments on hospital inpatient services through State fiscal year 2016 (rather than State fiscal year 2013). Effective immediately.

INS CD-PROHIBITED INVESTMENT

Amends the Illinois Insurance Code. Provides that no domestic insurer shall acquire any investment respecting a foreign jurisdiction, or any investment denominated in the currency of that foreign jurisdiction, if that jurisdiction is designated as a state sponsor of terrorism by the United States Secretary of State pursuant to the federal Export Administration Act, the Arms Export Control Act, and the Foreign Assistance Act.
