Designates February 19, 2014 as a Day of Remembrance in the State of Illinois in order to increase public awareness of the forced removal and incarceration of Japanese-Americans during World War II.

Amends the Freedom of Information Act. Provides that a public body is not required to copy and make available for public inspection a public record that is published on the public body's website if the public body's Freedom of Information officer certifies that the online record is a true and accurate copy of the original record maintained by the public body. Provides that the Freedom of Information officer shall notify the person requesting the public record that it is available online. Provides that if the person requesting the public record is unable to access the record online, the public body is then required to copy and make available the public record. Effective immediately.
Amends the Illinois Water Well Construction Code. Makes a technical change in a Section concerning the short title.
Amends the Open Meetings Act. Makes a technical change in a Section concerning the short title.
Amends the School Code. Makes a technical change in a Section concerning pupil residency and the payment of tuition.
Amends the Township Code. Makes a technical change in a Section concerning the use of terms.
Creates the Illinois Healthcare Act. Contains only a short title provision.
Amends the State Officials and Employees Ethics Act. Provides that (in addition to current restrictions on chiefs of staff, deputy chiefs of staff, and deputy governors) a chief of staff, deputy chief of staff, or deputy governor serving in the Office of the Governor is prohibited from lobbying or consulting in any fashion before or with the executive or legislative branch of State government for a period of one year immediately after termination of State employment. Effective immediately.

Creates the Illinois Municipal Protection Authority Act. Contains only a short title provision.
