Amends the Illinois Municipal Code. Provides that any applicable preference credits to a firefighter candidate shall be applied at the time of the written examination and before the posting or publication of the initial eligibility list or register.

SCH CD-PRUDENT INVESTOR
Amends the School Code. Provides that, beginning January 1, 2015, if a school board other than the Chicago Board of Schools offers a 403(b) plan to its officers, employees, or both, or makes contributions to such a plan on behalf of its officers, employees, or both, then the plan sponsor must act in accordance with the prudent investor rule when making plan-related decisions. Amends the State Mandates Act to require implementation without reimbursement.

ELEC CD-PETITION VALIDITY
Amends the Election Code. Provides that, if a deviation from the requirements for petitions under this Code is minor or technical in nature and does not defeat the thrust, purpose, and effect of the Code or affect the intent to guarantee a fair and honest election, the defect in the petitions shall not render the petition invalid.
