Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.

Amends the Adoption Act. Makes a technical change in a Section concerning who may be adopted.
Appropriates $2 from the General Revenue Fund to the Illinois Deaf and Hard of Hearing Commission for its FY09 ordinary and contingent expenses. Effective July 1, 2008.
Appropriates $2 from the General Revenue Fund to the Department of Veterans' Affairs for its FY09 ordinary and contingent expenses. Effective July 1, 2008.
Amends the Illinois Vehicle Code. Provides that an offender's eligibility for a restricted driving permit depends on whether denial of all driving privileges would cause undue hardship, as defined by rules adopted by the Secretary of State. Provides that a person convicted of 4 or more offenses of driving under the influence, leaving the scene of an accident involving death or personal injury, or reckless homicide, or a combination of those offenses, is not eligible for a restricted driving permit. Provides that the Secretary shall revoke the driving privileges of any person under the age of 21 convicted of an out-of-state offense similar to DUI. Provides that a second suspension of a person's driving privileges for an out-of-state offense similar to DUI, or a single suspension of that type, if coupled with a summary suspension under the Code or a DUI or reckless homicide conviction, shall result in the person's being prohibited from driving a vehicle that is not equipped with an ignition interlock device. Provides that a conviction of reckless homicide (as well as a conviction of DUI) increases the limitations that shall be imposed on a person's driving privileges.
Amends the Personal Information Protection Act. Prohibits a person or entity, not including a State or local agency, from: (i) publicly posting or publicly displaying in any manner an individual's social security number; (ii) printing an individual's social security number on any card required for the individual to access products or services provided by the person or entity; (iii) requiring an individual to transmit his or her social security number over the Internet unless the connection is secure or the social security number is encrypted; (iv) requiring an individual to use his or her social security number to access an Internet Web site, unless a password or unique personal identification number or other authentication device is also required to access the Web site; or (v) printing an individual's social security number on any materials that are mailed to the individual, unless State or federal law requires the social security number to be on the document to be mailed. Makes an exception for applications and forms sent by mail to include social security numbers. Provides that a person or entity, not including a State or local agency, that has used, prior to the effective date of this amendatory Act, an individual's social security number in a manner inconsistent with the listed provisions, may continue using that individual's social security number in that manner if all of the listed conditions are met. Provides that the use of a social security number is not prohibited for the collection, use, or release of a social security number as required by State or federal law or the use of a social security number for internal verification or administrative purposes. Effective January 1, 2008.
Amends the Regulatory Sunset Act to extend the repeal date of the Physician Assistant Practice Act of 1987 from January 1, 2008 to January 1, 2018. Amends the Physician Assistant Practice Act of 1987. Replaces "Department of Professional Regulation" with "Department of Financial and Professional Regulation" and "Director of the Department of Professional Regulation" with "Secretary of Financial and Professional Regulation" throughout the Act. Changes the amount of the civil penalty imposed for each offense of unlicensed practice and the maximum amount of fines that may be imposed for each violation of the Act from $5,000 to $10,000. Makes changes to provisions concerning the physician assistant advisory committee, supervision requirements, qualifications, fees, endorsement, grounds for disciplinary action, and hearing officers. Makes other changes. Repeals a Section concerning the issuance of a license. Effective immediately.
Creates the Affordable and Clean Energy Standards (ACES) Act. Provides the findings of the General Assembly. Provides that electric utilities shall utilize cost-effective energy efficiency and load management investment in their energy resource portfolios according to specified guidelines. Provides that the Capital Development Board shall adopt the 2006 International Energy Conservation Code, without amendment, as the statewide residential building code for new home construction and significant additions or remodels of existing homes. Includes a severability clause. Preempts home rule. Effective immediately.
Amends the State Finance Act. In fiscal year 2014 and in each fiscal year thereafter, requires the transfer from the General Revenue Fund to the Agricultural Premium Fund and the Fair and Exposition Fund of amounts equal to 100% of the total statutory payments required from those special funds for that fiscal year to county fairs and fair and exposition authorities under the Agricultural Fair Act. In each of the fiscal years 2009 through 2013, requires transfer of an amount equal to a lower, specified percentage of those total statutory payments. Provides that the required transfer amounts are the maximum amounts to be transferred in each fiscal year, notwithstanding any other law to the contrary. Amends the Agricultural Fair Act. With respect to the distribution formula for premiums to county fairs, uses either of the 2 previous fiscal years (now, either fiscal year 1984 or 1985).
