Amends the Illinois Act on the Aging. Makes a technical change in the definition of "Director".

Amends the Illinois Act on the Aging. Makes technical changes in a Section concerning the short title.

Appropriates $2 from the General Revenue Fund to the Department on Aging for its FY09 ordinary and contingent expenses. Effective July 1, 2008.

Appropriates $2 from the General Revenue Fund to the Illinois Council on Developmental Disabilities for its FY09 ordinary and contingent expenses. Effective July 1, 2008.

Makes appropriations from the General Revenue Fund to the Department of Human Services: to fund an increase in the topline rates paid to private sector agencies serving individuals with developmental disabilities to provide a 50 cent per hour wage increase for non-executive staff and to cover the increased costs of serving people; to fund an increase paid to private sector agencies serving individuals with mental illness to provide salary increases for non-executive staff and to cover the increased costs of serving people; to fund an increase paid to private sector agencies serving individuals who need addiction treatment services; to fund a full 6% cost-of-doing-business increase paid to private sector agencies who deliver addiction prevention services; to fund an increase paid to private sector agencies serving individuals who need vocational rehabilitation services; and for expanding CILAs and individual support options, for home-based support services, the Family Assistance Program, the Children's Home and Community Based Waiver State portion, and a Children's Residential Waiver, and for other designated purposes. Effective July 1, 2007.

Amends the Adoption Compensation Prohibition Act. Provides that the Act shall not be construed to prevent a prospective adoptive parent from giving gifts or other things of value to a biological parent if the total value does not exceed $200. Provides that a prospective adoptive parent may advance a maximum of $1,000 for reasonable birth parent living expenses without prior order of court. Provides that the prospective adoptive parents shall present a final accounting of all expenses to the court before the entry of a final judgment order for adoption. Provides that if the court finds an accounting by the prospective adoptive parents to be incomplete or deceptive or to contain unauthorized or unreasonable amounts, the court may order a new accounting or the repayment of amounts found to be excessive or unauthorized or make any other appropriate orders. Provides that a prospective adoptive parent may seek reimbursement of reasonable living expenses from a person who receives such payments only if the person who accepts payment of reasonable living expenses before the child's birth knows that the person on whose behalf he or she is accepting payment is not pregnant at the time of the receipt of such payments or the person receives reimbursement for reasonable living expenses simultaneously from more than one prospective adoptive parent without the knowledge of the prospective adoptive parent. Makes other changes. Effective immediately.

Recognizes April 28 through May 2, 2008, as Supportive Living Week in the State of Illinois.

Creates the Electricians Licensing Act. Provides for the regulation of electricians and electrical contractors by the Department of Labor. Sets forth powers and duties of the Director of Labor, licensure requirements, grounds for discipline, penalties for violation of the Act, and administrative procedure. Establishes the Illinois State Board of Electrical Examiners. Provides for concurrent exercise by home rule units. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2019. Effective January 1, 2009.

Creates the Reproductive Privacy Act. Contains only a short title provision.

Amends the Children and Family Services Act. Provides that the Department of Children and Family Services must establish and implement a program to monitor the minor children of incarcerated parents. Sets forth the objectives of the program.
