Amends the Adoption Act. Makes a technical change in a Section concerning jurisdiction and venue.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall take all appropriate steps to increase the number of women who receive cancer screenings or other services under the Illinois Breast and Cervical Cancer Program, the Stand Against Cancer Initiative, and the Hispanic Breast and Cervical Cancer Initiative in each State fiscal year so that by the end of State fiscal year 2017, every woman who is eligible for cancer screenings or other services under one of those programs receives those services. Requires the Department to request increased appropriations for this purpose and include those requests in the Department's proposed annual budget for each of State fiscal years 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, and 2017. Provides that for each of those State fiscal years, the Department's requested appropriations for the cancer programs shall maintain the ratio of funding between each of the cancer programs that existed for State fiscal year 2007. Effective immediately.

Appropriates $2 from the General Revenue Fund to the Department of Children and Family Services for its FY09 ordinary and contingent expenses. Effective July 1, 2008.

Amends the Environmental Protection Act and the State Finance Act. Requires the Environmental Protection Agency to establish and maintain a program to collect fees from and award rebates to purchasers of new motor vehicles based upon the fuel-economy ratings of those motor vehicles. Requires the Agency to set forth a list of (i) each motor vehicle upon which the Agency will impose a fee for the purchase of that vehicle, (ii) each motor vehicle upon which the Agency will award a rebate for the purchase of that vehicle, and (iii) the amount of each fee and rebate. Sets forth provisions for the fee collections and rebate awards. Provides for fee refunds for vehicles used primarily for agricultural or construction purposes. Effective immediately.

Amends the Pharmacy Practice Act of 1987. Allows pharmacists to initiate emergency contraception drug therapy in accordance with protocols developed by the pharmacist and an authorized prescriber. Sets forth provisions concerning the protocol, documentation and recordkeeping, pharmacist training and continuing education, and patient profiles and confidentiality. Requires that the Department of Financial and Professional Regulation develop a standardized fact sheet to be provided to the recipient of the emergency contraceptive drugs. Grants rulemaking authority to the Department and requires the Department to adopt emergency rules concerning the administration of the emergency contraception drug therapy provisions. Amends the Medical Practice Act of 1987 and the Illinois Food, Drug and Cosmetic Act to make related changes. Effective immediately.

Appropriates $2 from the General Revenue Fund to the Illinois Medical District Commission for its FY09 ordinary and contingent expenses. Effective July 1, 2008.

Appropriates $2 from the General Revenue Fund to the Guardianship and Advocacy Commission for its FY09 ordinary and contingent expenses. Effective July 1, 2008.

Amends the Property Tax Code. Creates the Returning Veterans' Homestead Exemption, under which an exemption from the property's value is granted for residential property that is owned and occupied as a residence by a veteran for the tax year in which the veteran returns from active duty in an armed conflict involving the armed forces of the United States. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted the homestead exemption, the person qualifying need not reapply for the exemption. In a Section concerning the alternative general homestead exemption, extends the alternative exemption by an additional 3 years. Provides that the maximum amount of the exemption is $60,000 if the general assessment year for the property is 2006 or later. Provides that the base year for counties other than Cook County is the 2005 or 2006 tax year. Provides that, to subject itself to the provisions of the alternative general homestead exemption, a county must adopt an ordinance to that effect within 6 months after the effective date of this amendatory Act. Makes other changes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends "An Act making appropriations", Public Act 95-348. Increases certain appropriations, and restores certain appropriations, to the Department on Aging, the Department of Healthcare and Family Services, the Department of Human Services, and the Department of Children and Family Services for various programs. Effective immediately.

Amends the Illinois Public Aid Code. Provides that the Department of Human Services, in consultation with the Department of Healthcare and Family Services, shall develop an initiative within the Home Services Program under which legally responsible adults may be reimbursed for providing care to eligible clients. Sets forth the components of the initiative. Provides that by November 1, 2008, the Department of Human Services and the Department of Healthcare and Family Services shall report their findings and recommendations to the General Assembly regarding proposed rule changes to the Illinois Administrative Code and amendatory changes to the State Medicaid Plan for the purpose of implementing the initiative. Provides that by January 1, 2009, the Department of Healthcare and Family Services shall seek federal approval to amend the State Medicaid Plan, and the Department of Human Services and the Department of Healthcare and Family Service shall submit proposed rule changes to the Joint Committee on Administrative Rules. Effective immediately.
