Amends the State Finance Act. Makes a technical change in a Section concerning the Budget Stabilization Fund.

Amends the Cemetery Care Act and Cemetery Protection Act. Provides that a license application shall not be approved if an applicant or anyone listed in the license application has been convicted of a forcible felony. Provides that it is unlawful for any person convicted of a "forcible felony" to acquire, maintain, participate in, or have whole or partial ownership of a cemetery or cemetery authority. Provides that a person convicted of a forcible felony who maintains, participates in, or has an ownership interest on the effective date of this amendatory Act of the 95th General Assembly shall cease participation in and divest himself or herself of the ownership in the cemetery authority within 6 months of the effective date of this amendatory Act of the 95th General Assembly. Amends the Cemetery Protection Act. Provides that it is unlawful for any person convicted of a "forcible felony" to acquire, maintain, participate in or have whole or partial ownership of a cemetery or cemetery authority. Provides that a person convicted of a forcible felony who maintains, participates in, or has an ownership interest on the effective date of this amendatory Act of the 95th General Assembly shall cease participation in and divest himself or herself of the ownership in the cemetery association, cemetery authority, or cemetery society within 6 months of the effective date of the amendatory Act.
Amends the Humane Care for Animals Act. Provides that it is aggravated cruelty for a person to knowingly, recklessly, or negligently commit an act that causes more than 50 companion animals to suffer serious injury or death. Provides for criminal and civil penalties and for corporate liability.
Appropriates $2 from the General Revenue Fund to the Department of Public Health for its FY09 ordinary and contingent expenses. Effective July 1, 2008.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
Creates the Interpreter for the Deaf Licensure Act of 2007 to replace the Interpreters for the Deaf Act. Provides for the regulation of interpreters for the deaf through licensure by the Deaf and Hard of Hearing Commission. Establishes the Board of Interpreters. Preempts home rule. Amends the Regulatory Sunset Act to set a repeal date of January 1, 2009 for the Interpreters for the Deaf Act and January 1, 2018 for the Interpreter for the Deaf Licensure Act of 2007. Amends the State Finance Act to create the Interpreters for the Deaf Fund. Amends the Code of Civil Procedure to add a provision concerning privileged communications involving interpreters for the hearing impaired. Amends the Good Samaritan Act to provide an exemption from civil liability for sign language interpreters who provide sign language interpreting services to a person in an emergency. Effective July 1, 2007.
Amends the Illinois Controlled Substances Act. Provides that a prescription for a Schedule II controlled substance must be filled by a mail-order pharmacy within 14 (rather than 7) days after issuance. Provides that an emergency prescription for a Schedule II controlled substance that is filled by a mail-order pharmacy must be verified by a written prescription within 14 (rather than 7) days.
Creates the Task Force on Pain Management within the Illinois Department of Public Health to develop a plan to address untreated pain and lack of symptom management as a public health problem.
Amends the Illinois Public Aid Code. Provides that applications for aid shall be filed with any local office of the Department of Human Services (instead of with the county department of public aid). Provides that the date of an application shall be the date it is submitted by the applicant. Provides that an applicant has the right to have his or her case transferred to another local office of the Department of Human Services for his or her convenience, based on stated factors. Provides that in food stamp cases in which an applicant or recipient reports earned income, the applicant's or recipient's employment shall be presumed to be a hardship for purposes of scheduling an in-person meeting with a representative of the Department of Human Services and an in-person meeting shall be waived.
Appropriates $52,000,000 from the General Revenue Fund to the Department of Human Services for the following: (1) to support the Childrens Home and Community Based Waiver State portion, $30,000,000; (2) to support and expand the Family Assistance Program, $4,000,000; (3) for Home Based Support Services, $8,000,000; and (4) for Community Integrated Living Arrangements, $10,000,000. Effective July 1, 2007.
