Appropriates the following sums from the General Revenue Fund to the Department of Human Services: (1) for addiction prevention and related services, $12,718,600; (2) for costs associated with community based addiction treatment for Medicaid eligible and KidCare clients, including prior year costs, $70,334,900; and (3) for costs associated with community based addiction treatment services, $135,999,700. Effective July 1, 2009.
Amends the Adoption Act. Makes a technical change in a Section concerning jurisdiction and venue.
Amends the Illinois Insurance Code to provide that accident and health insurance policies and managed care plans must provide coverage for medically necessary foods, low protein foods, and pharmacological doses of vitamins and amino acids and the medical equipment and supplies necessary to administer the foods for the treatment of inborn errors of metabolism when the prescribing physician has issued a written order stating that the medically necessary foods are necessary for the treatment of a disease or disorder. Provides that "medically necessary foods" means foods that are formulated to be consumed or administered under the supervision of a qualified medical provider.
Amends the State Finance Act. Provides that federal moneys paid to the State for certain child welfare services provided by described community mental health providers shall be deposited into the DCFS Children's Services Fund and used to purchase child welfare services. Effective immediately.
Appropriates $7,000,000, in addition to other specified amounts, from the General Revenue Fund to the Department of Public Health for the expenses of AIDS/HIV Education, Drugs, Services, Counseling, Testing, Referral and Partner Notification. Effective immediately.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the financial qualification for the AIDS Drug Assistance Program shall be that the anticipated gross monthly income shall be at or below (instead of above) 500% of the most recent Federal Poverty Guidelines. Provides that the Department of Public Health may determine the income eligibility standard for the AIDS Drug Assistance Program each year and may set the standard at more than 500% of the Federal Poverty Guidelines for the size of the household, provided that moneys appropriated to the Department for the program are sufficient to cover the increased cost of implementing the higher income eligibility standard. Effective immediately.
Provides that the State shall give a minimum of 21 days (3 weeks) notice of any change to a State contract or a change between a FY10 contract and a FY11 contract.
Amends the Property Tax Code. Makes a technical change in a Section concerning valuation statements.
Creates the Non-Profit Lottery Scratch-Off Ticket Act. Contains only a short title provision.
