ACCESSIBLE VOTING TECHNOLOGY

Creates the Accessible Voting Technology for the Blind Act of 2004. Requires that the State Board of Elections ensure that the voting technology and systems throughout the State provide blind and visually impaired voters access and privacy equivalent to that provided to other voters. Applies to equipment and technology as it is procured, upgraded, or replaced. Grants injunctive relief to a person injured by a violation of the Act. Effective immediately.

IMPROVE CRIMINAL JUSTICE

Recommends that the Illinois Supreme Court adopt the recommendation of the Governor's Commission On Capital Punishment that the Illinois Supreme Court should consider ways to broaden the application of many of the recommendations made by the Commission to improve the criminal justice system as a whole.

MILE-BASED AUTO INS

Amends the Illinois Insurance Code. Provides that an insurer that delivers, issues for delivery, or renews a policy of automobile insurance in this State may offer each person who purchases automobile insurance coverage from that insurer a choice between a mile-based rating plan and a time-based rating plan for coverage for losses caused by collision or other driving-related accidents. Provides guidelines for the mile-based rating plans. Amends the Vehicle Code to include a reference to the mile-base rating plans.
