Amends the Criminal Identification Act. Makes technical changes in the Section concerning the powers of the Department of State Police and the authority of the Director of State Police to appoint employees and assistants.

Amends provisions of the Local Governmental and Governmental Employees Tort Immunity Act concerning a local public entity's duty to maintain its property in a reasonably safe condition for intended and permitted users. Provides that a person riding a bicycle is deemed to be an intended and permitted user of a roadway, except in the case of roadways upon which the use of bicycles is prohibited and the prohibition is indicated by appropriate signage.
Amends the Code of Civil Procedure. Makes technical changes in a Section concerning the effect of Article, Part, and Section headings.
Amends the Unified Code of Corrections. Provides that the term of parole or mandatory supervised release shall begin to run as of the date the Prisoner Review Board votes to release such person on parole or the date on which such person is no longer imprisoned, whichever is earlier.
Amends the Criminal Identification Act. Makes technical changes in the Section concerning policing bodies furnishing fingerprints and descriptions of persons arrested to the Department of State Police and relating to the expungement of arrest records and the sealing of the records of the clerk of the circuit court.
Amends the Toll Highway Act. Makes a technical change in a Section concerning usage of the tollway without payment.
Amends the Code of Criminal Procedure of 1963. Makes technical changes to the short title Section.
Amends the Unified Code of Corrections. Provides that the court may impose a term of imprisonment in combination with a term of probation when an offender has been admitted into a drug court program under the Drug Court Treatment Act. Provides that the court may impose a term of probation that is concurrent or consecutive to a term of imprisonment so long as the maximum term imposed does not exceed the maximum term authorized under the Code. Provides that the court may provide that probation may commence while an offender is on mandatory supervised release, participating in a day release program, or being monitored by an electronic monitoring device. Provides that when an offender is re-sentenced after revocation of probation that was imposed in combination with a sentence of imprisonment for the same offense, the aggregate of the sentences may not exceed the maximum term authorized under the Code.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section setting forth the short title of the Act.
Amends the Illinois Vehicle Code. Makes a technical change in a provision concerning leaving the scene of an accident involving personal injury.
