Amends the Criminal Identification Act. Makes a technical change in the Section concerning policing bodies furnishing fingerprints and descriptions of persons arrested to the Department of State Police and relating to the expungement of arrest records and the sealing of the records of the clerk of the circuit court.
Amends the School Code. Makes technical changes in a Section concerning teacher certification.
Mourns the death of Blanca Flores.
Adopts the Senate Rules for the 94th General Assembly.
Resolves that the Secretary shall prepare each day an exact transcript of the Journal and have copies printed.
Resolves that, for the 94th General Assembly, Linda Hawker is elected Secretary of the Senate, Scott Kaiser is elected Assistant Secretary of the Senate, Anita Robinson is elected Sergeant-at-Arms, Tracey Sidles is elected Assistant Sergeant-at-Arms.
Resolves that the Secretary inform the House of Representatives that the Senate has organized by the election of a President and other permanent officers and is ready to proceed with business of session.
Resolves that the following people are appointed to the Standing Committee of correspondents: Ben Kiningham, Illinois Radio Network; Ray Long, Chicago Tribune; Doug Finke, Copley Illinois; Dave McKinney, Chicago Sun-Times; Kurt Erickson, Bloomington Pantagraph.
Amends the Criminal Code of 1961. Creates the offense of being an armed habitual criminal. Provides that a person commits the offense of being an armed habitual criminal if he or she receives, sells, possesses, or transfers any firearm after having been convicted a total of 3 or more times of any of the following offenses: first degree murder; aggravated battery; aggravated battery with a firearm; unlawful use of a weapon by a felon; robbery; armed robbery; residential burglary; home invasion; vehicular hijacking; gunrunning; intimidation; armed violence; criminal sexual assault; aggravated criminal sexual assault; predatory criminal sexual assault of a child; aggravated domestic battery; or any violation of the Illinois Controlled Substances Act or the Cannabis Control Act that is punishable as a Class 3 felony or higher. Provides that a violation is a Class X felony. Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for being an armed habitual criminal shall receive no more than 4.5 days of good conduct credit for each month of his or her sentence of imprisonment. Effective immediately.
