Amends the Mental Health and Developmental Disabilities Confidentiality Act. Provides that the mental health records of a recipient may be disclosed in a civil, criminal or administrative proceeding in response to a subpoena or court order in cases involving sexual assault or sexual abuse when the recipient is the alleged perpetrator of the offense and the disclosure relates directly to the fact or immediate circumstances of the offense, if and only to the extent the court in which the proceedings have been brought, or, in the case of an administrative proceeding, the court to which an appeal may be taken, finds, after an in camera examination, that it is relevant, probative, and otherwise discoverable provided that other satisfactory evidence is not available regarding the facts sought to be established. Provides that a court may enter a protective order to prevent harm from the disclosure of the records. Provides for the redaction of certain information from the records. Provides that if findings are made in accordance with the new provisions, the court shall issue an order authorizing the disclosure of the records of a recipient or the issuance of a subpoena for the records to be delivered to the court for an in camera examination. Provides that the terms "sexual assault" and "sexual abuse" have the meanings given, respectively, to "criminal sexual assault" and "criminal sexual abuse" in the Criminal Code of 2012.
Amends the Wireless Emergency Telephone Safety Act. Makes a technical change in a Section concerning the short title.
Amends the Medical Practice Act of 1987. In a provision concerning the confidentiality of medical reports and committee reports, provides that the Department of Financial and Professional Regulation may disclose information and documents to a federal, state (rather than State), or local law enforcement agency pursuant to a subpoena in an ongoing criminal investigation, to a health care licensing body, to a medical licensing authority of this State or another state or jurisdiction, or to the Department of Healthcare and Family Services' Office of the Medicaid Inspector General pursuant to an official request made by that licensing body, by a medical licensing authority, or by the Office of the Medicaid Inspector General. Amends the Illinois Public Aid Code. Replaces all references to "Inspector General" with "Medicaid Inspector General". Requires the Medicaid Inspector General to oversee the program integrity functions of the Department of Healthcare and Family Services and the Medicaid funded programs of the Department on Aging and the Department of Human Services (rather than oversee the Department of Healthcare and Family Services' and the Department on Aging's integrity functions). Requires the Medicaid Inspector General to report his or her findings to certain persons. Requires State agencies and departments to provide the Office of the Medicaid Inspector General access to certain confidential and other information and data.

Amends the Private College Act and the Academic Degree Act. Provides that a nonprofit institution owned, controlled, and operated and maintained by a bona fide church, religious denomination, or religious organization comprised of multi-denominational members of the same well-recognized religion, lawfully operating as a nonprofit religious corporation pursuant to the Religious Corporation Act, is exempt from the Acts if (i) the education is limited to instruction in the principles of that church, religious denomination, or religious organization or to courses offered for the purpose of training the adherents of that church, religious denomination, or religious organization in the care of the sick in accordance with its religious tenets and (ii) the diploma or degree is limited to evidence of completion of that education and the meritorious recognition upon which any honorary degree is conferred is limited to the principles of that church, religious denomination, or religious organization. Sets forth requirements and prohibitions concerning the awarding of degrees and diplomas by such an institution. Requires the institution to annually file with the Board of Higher Education evidence to demonstrate its status as a nonprofit religious corporation under the Religious Corporation Act. Effective July 1, 2014.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the applicability of the common law.
Amends the Condominium Property Act. Provides that certain insurance policies must be in a total amount of not less than the full insurable replacement cost or guaranteed replacement cost (current law does not contain "or guaranteed replacement cost") of the insured property, less deductibles, but including coverage for the increased costs of construction due to building code requirements of a minimum amount of 5% of the total building (blanket) limit (current law does not contain "a minimum amount of 5% of the total building (blanket) limit"), at the time the insurance is purchased and at each renewal date. Provides that certain associations must include the managing agent and employees who control or disburse funds of the association as additional insureds. Provides that, with exceptions, only policies issued by carriers who meet certain ratings benchmarks are permitted. Prohibits certain types of policies. Provides that the maximum deductible amount that unit owners can be required to pay is $5,000. Provides that certain contractors and vendors must provide certificates of insurance, which among other requirements, carry a commercial liability limit of at least $1,000,000 and provide a workers' compensation policy, even if the insured is self-employed with no additional employees. Provides that an association with 6 (instead of 30) or more units shall obtain and maintain fidelity insurance covering persons who control or disburse funds of the association for the maximum amount of coverage available to protect funds in the custody or control of the association plus the association reserve fund.
