Amends the Drilling Operations Act. Defines "Department" and "oil country tubular goods". Provides that the operator of each oil or gas well shall annually file with the Department of Natural Resources a disclosure form that identifies the country of origin for each country tubular good that is initially used in a production operation. Further provides that the Department, in consultation with representatives from the natural gas, oil, and steel industries, shall by rule provide for the content of the disclosure form as well as the manner in which it shall be filed. Provides that the information collected from the disclosure forms shall be used by the Department to establish a quality oil and gas infrastructure catalog for the State and that the reporting requirements shall apply to each oil or gas well for which an operator holds a permit. Effective immediately.

Amends the Property Tax Code. Provides that notices of application for judgment and sale may be sent by first class mail (instead of registered or certified mail). Provides that the mailing must be supported by the certificate or affidavit of the employee of the county collector who mailed the document, stating the time and place of mailing or delivery, the complete address which appeared on the envelope or package, and the fact that the proper postage was prepaid. In a Section concerning notice of tax sales and redemption rights, and in a Section concerning notice of the expiration of the redemption period, provides that the property address shall appear on the notice (instead of the property location). Provides that deeds related to the disposition of property by a county acting as trustee for taxing districts after a tax sale are exempt from the provisions of the Real Estate Transfer Tax Law.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the short title.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides that failure to pay a fine for a violation of any statute, not just traffic violations, on a conviction entered on or after the effective date of this amendatory Act will prevent the issuance, renewal, reissue, or reinstatement of driving privileges.
Amends the Service Contract Act. Includes in certain conditions that a service contract provider must meet in order to issue, sell, or offer to sell a service contract in this State a requirement that the service contract provider shall pay, for the privilege of doing business in this State, a tax equal to 0.5% of the gross consideration received. Provides that the tax shall be remitted to the Director of Insurance in accordance with the provisions of the Illinois Insurance Code concerning the annual privilege tax payable by companies and makes a corresponding change.
Amends the Illinois Police Training Act, the Illinois Fire Protection Training Act, and the Emergency Medical Services (EMS) Systems Act. Provides that the Illinois Law Enforcement Training Standards Board, the Office of the State Fire Marshal, and the Department of Public Health shall work with a statewide organization dealing with Alzheimer's disease to develop, adopt, or otherwise approve training courses regarding the risks associated with Alzheimer's disease and appropriate Alzheimer's disease recognition and response techniques. Requires police officers, persons seeking certification in a position of firefighter 1 or 2, and emergency medical technicians to satisfactorily complete an education course in Alzheimer's disease recognition and response techniques. Effective immediately.
Amends the Illinois Insurance Code in relation to fraternal benefit societies. Adds the Fraternal Benefit Society Guaranty Association Law to the Code as a new Article to provide for the protection of members of fraternal benefit societies in the event of impairment or insolvency. Provides that a fraternal benefit society must be governed by a board of directors and managed by qualified officers. Sets the permissible number of directors and establishes certain qualifications. Authorizes the Director of Insurance to take action when a society is or may become insolvent. Creates the Illinois Fraternal Benefit Society Guaranty Association and requires participation by societies and others authorized to transact business in Illinois. Sets forth the powers and duties of the Association. Defines terms.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning the short title.
Creates the Unclaimed Life Insurance Benefits Act. Provides that the purpose of the Act is to require all authorized insurers regulated by the Department of Insurance to undertake good faith efforts, as specified in the Act, to locate and pay beneficiaries' proceeds under unclaimed life insurance policies, annuity contracts, and retained asset accounts issued in the State or remit such proceeds as unclaimed property to the appropriate jurisdiction if the beneficiaries are unable to be located or paid. Requires insurers to implement the certain policies and procedures for performing a comparison of its policies, annuity contracts, and retained asset accounts against the United States Social Security Administration's Death Master File. Provides that failure to meet any requirement of the Act is an unfair trade practice under the Illinois Insurance Code, and amends the Illinois Insurance Code to make a corresponding change. Effective immediately.
