Amends the Comprehensive Health Insurance Plan Act. Provides that the insurance operations of the Comprehensive Health Insurance Plan authorized by the Act shall cease on January 1, 2014 and that Plan coverage does not apply to service provided on or after January 1, 2014. Provides for the repeal of the Comprehensive Health Insurance Plan Act on January 1, 2015. Amends the Illinois Health Benefits Exchange Law. Makes changes concerning the legislative intent of the Law. Sets forth definitions. Establishes the Illinois Health Benefits Exchange as a political subdivision, body politic and corporate. Provides that the Exchange shall be a public entity, but shall not be considered a department, institution, or agency of the State. Sets forth a provision concerning the certification of health benefit plans. Deletes references to the Illinois Health Benefits Exchange Legislative Study Committee and establishes instead the Illinois Health Benefits Exchange Legislative Oversight Committee within the Commission on Government Forecasting and Accountability. Provides that the governing and administrative powers of the Exchange shall be vested in a body known as the Illinois Health Benefits Exchange Board and sets forth provisions concerning appointments, terms, meetings, structure, recusal, budget, and purpose. Sets forth provisions concerning enrollment through brokers and agents and producer compensation. Effective immediately.
Amends the Crossing of Railroad Right-of-way Act. Changes the short title to the Crossing and Encroachment of Railroad Right-of-way Act. Defines "encroachment" and "rail carrier". Makes changes to other definitions, including "utility". Removes the definition of "special circumstances" and removes all references to "special circumstances". Repeals provisions concerning dispute resolution if the parties cannot agree whether a special circumstance exists. Provides that a utility shall be deemed to have authorization to commence encroachment activity 35 days after the (i) mailing of the notice, (ii) completion of the engineering specifications, and (iii) payment of the fee. Provides that a utility that locates its facilities within the railroad right-of-way for an encroachment shall pay the rail carrier or land management company a one-time fee of $1,000 for the first 1,000 feet of encroachment and $1 per additional 1,000 feet of encroachment, unless otherwise agreed to by the parties. Makes changes in provisions concerning crossing and encroachment fees; powers not limited; conflicting provisions; and applicability. Makes other changes. Effective immediately.
Amends the Sex Offender Registration Act. Adds various offenses requiring registration as a sex offender. Provides that a person who is required to register under the Act, other than: (1) a person who has been adjudicated to be sexually dangerous and later released, (2) a sexually violent person or sexual predator, (3) a person who becomes subject to registration under the Act who has previously been subject to registration under the Act or under the Child Murderer and Violent Offender Against Youth Registration Act or similar registration requirements of other jurisdictions, or (4) a person who is convicted or adjudicated of a misdemeanor sex offense, shall be required to register for a period of 25 years after conviction or adjudication if not confined to a penal institution, hospital or any other institution or facility, and if confined, for a period of 25 years after parole, discharge or release from any of those facilities. Amends the Sex Offender Community Notification Law. Provides that the Missing Sex Offender Information on the Internet page of the Department of State Police shall also include information that rewards may be (rather than are) available to persons who inform the Department of State Police or a local law enforcement agency of the whereabouts of a missing sex offender. Amends the Child Murderer and Violent Offender Against Youth Registration Act to make conforming changes.
Amends the Southern Illinois University Management Act. Provides that on the effective date of the amendatory Act, the terms of office of the members of the Board of Trustees of Southern Illinois University serving on that effective date shall terminate and the Board shall be reconstituted. With regard to the 7 members of the Board appointed by the Governor, by and with the advice and consent of the Senate, specifies that after the effective date of the amendatory Act, the 7 members shall be appointed as follows: at least 3 appointees shall hold an undergraduate or graduate degree from the Southern Illinois University at Edwardsville campus and at least 3 appointees shall hold an undergraduate or graduate degree from the Southern Illinois University at Carbondale campus. Includes one additional voting student member and deletes provisions concerning the designation of a voting student member and a nonvoting student member; makes related changes. Sets forth provisions concerning the expiration of the terms of the 7 initial members appointed by the Governor, by and with the advice and consent of the Senate, pursuant to the amendatory Act.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section creating the civil administrative agencies.
