Amends various Acts relating to the governance of public universities in Illinois. Provides that the governing board of each public university shall, with respect to each campus of the university that administers a priority registration system, grant the same priority in that system as graduate students receive to a service member or veteran who is a resident of this State for any academic term attended for 4 academic years, which he or she shall use within 15 years after leaving military service. Provides that a former service member who received a dishonorable discharge or a bad conduct discharge is not eligible for priority registration. Provides that the priority registration shall apply to registration for all degree and certificate programs offered by the university after the military or veteran status of the student has been verified by the university.

Amends the Liquor Control Act of 1934. Provides that no person licensed as a manufacturer of beer by any licensing authority, or any partnership, corporation, subsidiary, limited liability company, trust, agent, affiliate, or other form of business enterprise thereof, shall have any interest, directly or indirectly, in a holder of a distributor's license or importing distributor's license. Provides that the Illinois Liquor Control Commission shall notify all persons licensed by the State Commission as a manufacturer of beer, brewer, or non-resident dealer of the required written disclosures prescribed by the Commission. Provides a process for revocation of licenses for violation of these provisions. Defines "person" for the purposes of the Act. Effective immediately.
Directs the Auditor General to conduct a management audit of the State's procurement of inmate telephone service vendors for the Department of Corrections' inmate telephone service program.
Mourns the death of William "Bill" Grimes of Mattoon.
Amends the Illinois Act on the Aging. Makes technical changes in a Section concerning the short title.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that no later than 30 days after the effective date of this amendatory Act, the Department of Healthcare and Family Services shall seek a waiver from the United States Department of Health and Human Services of the federal Medicaid Maintenance of Effort requirements under the Affordable Care Act in order to allow the Department to immediately implement the changes made by Public Act 96-1501 concerning eligibility standards, methodology, and procedures as applied to the medical assistance programs or other health benefit programs administered by the Department, including the Children's Health Insurance Program Act and the Covering ALL KIDS Health Insurance Act. Provides that no later than 60 days after the effective date of this amendatory Act, the Department shall submit to the federal Centers for Medicare and Medicaid Services any and all State Plan amendments necessary to implement all provisions enacted by Public Act 96-1501. Effective immediately.
Amends the Prevailing Wage Act. Defines "compensatory damages" as the sum of economic and non-economic damages. Provides that any individual, contractor, or subcontractor who has been aggrieved by a falsely filed complaint may institute a civil action for damages, including, but not limited to, compensatory damages, legal fees, administrative fees, penalties assessed by the Department of Labor under the complaint, injunctive relief, and other appropriate equitable relief. Provides that no public body, including a home rule unit, is authorized to use, as a basis for denying a contract to a contractor or subcontractor, any complaint filed with the Department or any determination by the Department that the contractor or subcontractor has committed a violation under the Act, unless the contractor or subcontractor is debarred at the time of the bid.
Amends the Jury Act and the Code of Criminal Procedure of 1963. Provides that a grand jury shall have 7 (instead of 16) members, with a quorum of 5 (instead of 9) members, and supplemental panels shall have 4 (instead of 12) members. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "conviction".
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that no later than 60 days after the effective date of this amendatory Act, the Department of Healthcare and Family Services shall seek a waiver from the federal Centers for Medicare and Medicaid Services to convert the State's Medicaid program from a claims-based reimbursement system to a block grant under the federal Medicaid program with built-in annual funding increases to account for inflation and population growth. Effective immediately.
