CON AMEND-ABOLISH LT GOVERNOR

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the office of Lieutenant Governor, beginning with the term of office otherwise commencing in 2019. Effective upon being declared adopted.

VEH CD - SCHOOL SPEED ZONES

Amends the Illinois Vehicle Code. Provides that the reduced speed limit for school zones shall be applicable on school days even when children are not present. Extends the duration of a school day from 4 p.m. to 9 p.m.

EIU-TUITION WAIVER LIMIT PROG

Amends the Eastern Illinois University Law. Makes changes in provisions concerning the tuition waiver limitation pilot program. Removes language referring to the program as a pilot program, terminating the program after the 2015-2016 academic year, and repealing the provisions on July 1, 2019. Provides for an institutional tuition waiver limitation of 10% in the fourth year of the program and thereafter (instead of 10% in the fourth year of the pilot program). Requires the Board of Trustees to report to the Board of Higher Education every 2 years instead of annually.

HUM RTS-PREGNANCY ACCOMMODATE

Amends the Illinois Human Rights Act. Provides that with respect to employment, it is a civil rights violation for an employer to refuse to provide reasonable accommodations for an employee for conditions related to pregnancy, childbirth, or related medical conditions, if she so requests, with the advice of her health care provider. Provides that the term "reasonable accommodations" means actions which would permit such an employee to perform in a reasonable manner the activities involved in the job or occupation including an accessible worksite, acquisition or modification of equipment, job restructuring, and modified work schedule. Provides that the reasonable accommodations shall be undertaken provided that those actions do not impose an undue hardship on the business, program, or enterprise of the entity from which the actions are requested.

PESTICIDE DEALER LICENSE APP

Amends the Illinois Pesticide Act. Provides that an applicant under the Act who has been certified shall be required to apply for a license or pesticide dealer registration on or before October 31 of each year. Provides that failure to apply for a license or pesticide dealer registration on or before October 31 of each year shall void the certification. Effective immediately.

MANUFACTURED HOMES

Creates the Conveyance and Encumbrance of Manufactured Homes as Real Property and Severance Act. Provides that manufactured homes are deemed to be real property. Sets forth certain conditions that must be met to convey or voluntarily encumber a manufactured home as real property. Contains provisions concerning affidavits of affixation and affidavits of severance. Contains provisions concerning security interests and liens. Amends the Use Tax Act and the Retailers' Occupation Tax Act. Amends the Property Tax Code and the Mobile Home Local Services Tax Act. Makes changes concerning the taxation of mobile homes and manufactured homes located outside of mobile home parks. Amends various Acts to define and include "manufactured homes" and to make changes to provisions concerning registration of manufactured homes and security interests in or liens on manufactured homes. Contains other provisions. Effective immediately.

HORSE RACING-AED-TRAINING

Amends the Illinois Horse Racing Act of 1975. Provides that, in addition to certain charitable contributions to non-profit organizations that provide medical and family, counseling, and similar services to persons who reside or work on the backstretch of Illinois racetracks, organization licensees shall provide funding for no less than one Automated External Defibrillator (AED) to be placed in the paddock of their racing facilities and no less than one AED to be placed in the barn area of their racing facilities. Requires that the AEDs be accessible at all times to industry workers. Provides that qualified charitable organizations receiving the charitable contributions shall provide annual AED training, in English and Spanish, to horsemen and racetrack personnel. Requires the Board to conduct periodic checks on the AEDs and notify organization licensees to replace or repair them as needed. Effective immediately.

MOTOR VEH FRAN CYCLE

Amends the Motor Vehicle Franchise Act. Provides that it is a violation of the Act to require a motorcycle dealer to (1) install fixtures, lighting, or displays not specifically related to products not made by the manufacturer, (2) buy fixtures or lighting only from the manufacturer's approved distributor, (3) segregate certain aftermarket products away from the other manufacturer's products, or (4) locate to a new or alternate facility.

VEH CD-3-AXLE MIXERS:WEIGHT

Amends the Illinois Vehicle Code. Provides that a 3-axle truck mixer registered as a Special Hauling Vehicle, used exclusively for the mixing and transportation of concrete in the plastic state, may, when laden, transmit upon the road surface, except when on part of the National System of Interstate and Defense Highways, the following maximum weights: 22,000 pounds on a single axle; 40,000 pounds on a tandem axle; and 54,000 pounds gross weight on a 3-axle vehicle. Provides that a 3-axle combination sewer cleaning jetting vacuum truck registered as a Special Hauling Vehicle, used exclusively for the transportation of non-hazardous solid waste, may, when laden, transmit upon the road surface, except when on part of the National System of Interstate and Defense Highways, the following maximum weights: 22,000 pounds on a single axle; 40,000 pounds on a tandem axle; and 54,000 pounds gross weight on a 3-axle vehicle. Provides that both of these vehicles are not subject to the bridge formula. Removes provisions limiting to vehicles manufactured before or in the model year of 2014 and first registered in Illinois before January 1, 2015 the applicability of weight limit exceptions for certain 4-axle special hauling vehicles. Effective immediately.
