Amends the Banking Emergencies Act. Makes a technical change in a Section relating to notice to the Commissioner of Banks and Real Estate.

Resolves that the General Assembly expressly reaffirms the State's obligation for economic development, including job creation in Illinois and the attraction of job-creating businesses to the State, including the iBio Institute and other not-for-profits wishing to lessen the economic burdens of State government.
Amends the Counties Code. Makes a technical change in a Section concerning setting restrictions on the reduction of the size of a county.
Amends the Counties Code. In provisions concerning the voting requirements of county boards, provides that votes shall be taken by a vote of aye, nay, or "present" and entered upon the record of the county board meeting.
Amends the State Universities Article of the Illinois Pension Code. Provides that an employee is entitled to receive service credit for up to 2 years (now up to one year) of unused sick leave. Effective immediately.
Amends the Soil and Water Conservation Districts Act. Makes a technical change to a Section concerning the short title.
Creates the Joint Task Force on Soil and Water Conservation Districts to study the history and purpose of Soil and Water Conservation Districts, the administration and organization of Soil and Water Conservation Districts, the current and future funding of Soil and Water Conservation Districts, and any other topic regarding Soil and Water Conservation Districts that the Chair of the Task Force sees fit to study.
Amends the Department of Natural Resources Act. Makes a technical change in a Section concerning definitions.
Amends the School Code. Provides that after June 1, 2010 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2010. Effective immediately.
Appropriates $25,000,000 from the General Revenue Fund to the Capital Development Board for grants for architectural and engineering studies and construction of a cooperative high school in Vermilion County involving Jamaica High School, Oakwood High School, and Catlin High School. Effective July 1, 2009.
