Amends the Counties Code. Provides that notice of a public hearing with respect to a zoning change or special use must be mailed and posted on signs by the board of appeals for all landowners and governmental entities whose property or district boundaries are within 1.5-miles of any parcel in an unincorporated area for which a zoning change is proposed or a special use permit is sought. Provides that notice must be given not more than 30 nor less than 15 days prior to the hearing. Provides that the notice must be mailed by first-class mail by the board of appeals and include: (i) the case number; (ii) the name of the applicant; (iii) a statement of the present zoning and proposed rezoning; (iv) the requested variance or special use; (v) the hearing's time, date, place, and location; and (vi) the phone number for the board of appeals. Specifies the information to be included on the signs and how the information is to be displayed on the signs. Makes other changes. Effective immediately.

Amends the Illinois Finance Authority Act. Makes a technical change in a Section concerning the powers of the Authority.
Creates the Work 4 Savings Initiative Act. Requires the Governor to establish a 4-day work week for full-time State employees of agencies under the jurisdiction of the Governor. Requires 10-hour work days. Sets forth exemptions. Assigns duties to the Department of Central Management Services. Contains other provisions.

Amends the Motor Fuel and Petroleum Standards Act. Requires a supplier that imports gasoline into the State to offer for sale to a distributor or retailer gasoline that is not preblended with fuel alcohol and that is suitable for subsequent blending with fuel alcohol. Further provides that any contract provision that would restrict or prevent a distributor from blending gasoline with fuel alcohol or from qualifying for any federal or State tax credit due to blenders is contrary to public policy and void. Makes other changes. Effective January 1, 2010.
Amends the Fish and Aquatic Life Code. Makes a technical change in a Section concerning the administration of the Code.

Makes various appropriations and reappropriations to the Board of Trustees of the University of Illinois for specified purposes. Effective July 1, 2010.
Amends the State Universities Article of the Illinois Pension Code. Provides that compensation that would have been paid to the employee but for a mandatory furlough is credited to the employee for the purpose of defining final rate of earnings under the Article. Effective immediately.
