GREEN ENERGY SPECIAL AREAS

Amends the Illinois Finance Authority Act. Provides that the Illinois Finance Authority has the power to purchase special service area bonds and to accept assignments or pledges, or both, of special service area bonds or agreements relating to public and private green energy special service area projects, which authority shall be liberally construed. Allows any unit of local government with the authority in connection with green energy special service area projects to provide special service area financing under specified provisions, including bonds. Specifies that bonds issued pursuant to the financing be secured by special service area agreements. Amends the Special Service Area Tax Law in the Property Tax Code. Provides that the corporate authorities of a county or a municipality may establish a green energy special service area and specifies the criteria for the creation of the areas. Amends the Counties Code and the Municipal Code to specify that each county or municipality shall have the power and authority to engage in specified activities that relate to green energy special service areas. Effective immediately.

LIQUOR-EXAMINER EDUCATION

Amends the Liquor Control Act of 1934. Beginning on July 1, 2010, provides that of the funds received for a retailer's license, $270 shall be paid into the Dram Shop Fund and $230 shall be paid into the General Revenue Fund. Provides that the increase in amount of funds that is deposited into the Dram Shop Fund as a result of the amendatory Act shall only be used for the continuing education and professional training of examination employees of the State Commission and shall be in addition to the regular expenditures being made from the Dram Shop Fund for such purposes. Also makes technical changes. Effective July 1, 2010.

USE & OCC TAX-HOLIDAY

Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that, notwithstanding any other provision to the contrary, no tax shall be imposed under those Acts upon the privilege of using in this State (for the Use Tax Act) or persons engaged in the business of selling at retail (for the Retailers' Occupation Tax Act) certain household appliances that (i) qualify as an "Energy Star" product under the federal Energy Star Program; and (ii) are purchased from 12:01 a.m. on April 22 of 2009 or 2010 through 11:59 p.m. of April 28 of that same year. Authorizes and encourages units of local government that impose use and occupation taxes to declare a similar tax holiday. Effective immediately.

ST TREASURER-INVESTMENT POOL

Amends the State Treasurer Act. Includes within the definition of a "public agency" that may participate in the Public Treasurers' Investment Pool (i) a public agency's non-profit, tax-exempt organization established to invest and manage public funds and further the agency's mission and (ii) an association established by one or more public agencies to invest and manage public funds and further the mission of its founders. Effective immediately.
